Everforth ECS is seeking a Program Analyst - User Training to work in the National Capital Region covering the Pentagon, Falls Church, and Fairfax. This position is contingent upon contract award.
The War Data Platform (WDP) is a key initiative within the U.S. Department of War's (DoW) AI-First strategy introduced in early 2026. The WDP separates business and financial data from operational warfighting data, aiming to accelerate the deployment of artificial intelligence (AI) on the battlefield. The WDP extends to Unclassified, Secret, and Top Secret environments, and supports collaboration between Combatant Commands, Joint Staff directorates, Senior Executive Service leaders, and operational analysts.
The Program Analyst - User Training designs, delivers, and continuously improves the enterprise training program that enables WDP users across Unclassified, Secret, and Top Secret environments to effectively leverage platform capabilities in direct support of warfighter outcomes and DoW mission adoption objectives. This role operates at the intersection of instructional design, program analysis, and customer success, serving as a key member of a cross-domain training team responsible for advancing workforce readiness and accelerating WDP Core Integration adoption at scale.
• Develops an enterprise training program aligned with Customer Success Operations Plan objectives to support War Data Platform (WDP) Core Integration users operating across Unclassified and NIPR, Secret and SIPR, and Top Secret and JWICS mission environments.
• Designs automated training pathways leveraging accredited learning platforms such as Joint Knowledge Online to publish tiered instructional modules including War Data Platform (WDP) Core Integration 101, War Data Platform (WDP) Core Integration 201, and advanced functional coursework tailored to data workflows, operational responsibilities, and mission-specific requirements.
• Builds online curriculum structures, configurable learning tracks, and domain-specific content repositories that address onboarding, configuration, workspace usage, data access, dashboard interaction, and advanced tool utilization.
• Conducts recurring training events in virtual Town Hall formats using Microsoft Teams for large user communities and coordinates on-site instruction for field support representatives embedded at major commands and Department of War organizations with high War Data Platform (WDP) Core Integration utilization.
• Produces technical manuals, user guides, operational checklists, and job aids in both digital and hard copy formats to support users across all enclaves.
• Implements structured feedback loops, sentiment surveys, and analytic dashboards to capture user satisfaction, training completion rates, and adoption metrics that feed recommendations for continuous improvement.
• Evaluates artificial intelligence capabilities to automate content updates, generate personalized learning paths, and accelerate knowledge dissemination.
• Serves as a member of the cross-domain training team responsible for designing, publishing, modernizing, and administering the full training inventory in coordination with program leadership to strengthen workforce readiness, accelerate mission adoption, and enhance War Data Platform (WDP) Core Integration operational effectiveness.
• Performs other duties as assigned.
• Current Secret security clearance.
• 3–10 years of experience in instructional design, training program development, program analysis, or a closely related discipline within federal, DoW, or enterprise technology adoption environments.
• Demonstrated experience developing and delivering role-based enterprise training programs, including designing structured curriculum, producing technical documentation, facilitating virtual and in-person instruction, and implementing user feedback mechanisms to drive continuous improvement of training effectiveness.
• Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
• Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).
