Duties
Help
Gathers, documents and manages requirements for features and projects. Supports the Product Owner in defining the product roadmap and prioritizing features. Conducts discovery and analysis to provide clarity and details for decision-making.
Leads or participates in discussions with stakeholders to gather and document business requirements. Develops artifacts, such as process workflows, user stories, and acceptance criteria, to define features for implementation. Creates and updates documentation in a shared repository (Confluence), detailing business specifications and design. Develops user story tickets in Jira and Hive, making necessary changes based on new discoveries or feedback.
Communicates product goals and metrics to stakeholders and team members, ensuring alignment. Identifies, monitors and addresses potential product risks within a project or workstream. Ensures that products comply with federal regulations and other relevant standards.
Serves as a liaison and facilitator between different groups, ensuring smooth communication and a shared understanding.
Serves as a bridge between technical teams and business stakeholders, facilitating clear communication. Collaborates with UX designers to define the user interface and flow of the system. Participates in and facilitates brainstorming sessions, scrum meetings, and story grooming sessions.
Researches and addresses issues and questions from the team related to requirements and expected behavior. Maintains strong relationships with internal and external stakeholders, ensuring effective communication of project updates. Champions Agile principles to team members and partners.
Oversees the health and progress of a program or project, including its processes and performance. Monitors and reports on workstream progress by actively participating in planning and review sessions.
Supports the adoption of new tools and Agile practices to improve team collaboration. Conducts periodic evaluations of ongoing functions to identify areas for improved operational efficiency. Analyzes statistical data to inform major program decisions.Assists leadership in preparing reports and presentations on program planning and evaluation. Provides recommendations to improve governance, standards, and policies within their specific project. Assists with planning work, including roadmaps, strategies, and preparing for pilot programs.

Qualifications
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
Ability to identify and analyze organizational and operational problems and develop solutions.
Ability to work within a systems development life cycle (SDLC) using Agile methodology to analyze organizational and business needs.
Ability to analyze programs and develop program plans.
Ability to manage special projects and conduct management studies and reviews.
Ability to exercise judgment and discretion.
Ability to communicate effectively other than in writing.

Although it is the Librarys policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
