The Department of Justice Services is seeking a highly qualified, enthusiastic individual who wants to make an impact on the city and our community, to fill the position of Programs and Operations Manager for Financial and Administrative Services. Joining this dynamic team requires a progressive thinker who can lead a team of highly functioning professionals who are consistently motivated to serve internal and external customers and deliver effective solutions. This class aids the department Director, Deputy Chief Administrative Officer for Human Services, or the Chief Administrative Officer in setting the strategic direction and management oversight of all Financial and Administrative operations, to include: Budget; Financial Reporting; Accounts Payable and Receivable; Payroll; Grants; Procurement; Human Resources; Additionally, this position ensures implementation of Mayoral and City Council goals, policies, and performance expectations. The incumbent will oversee a major division and serve as a second level manager reporting directly to the Department Director.
This position is essential to the departments operations and will play a critical role in planning, organizing and coordinating complex project activities related to delivering quality internal support functions to achieve success in the provision of services to our clients and other members of the Richmond community. The incumbent will make interpretive decisions on behalf of the organization regarding the means for executing the goals established by the Director, subject to available technology and resources. Such interpretive decisions provide context for the work to be accomplished by the staff members supervised.

The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; frequently finger; and occasionally climb, balance, stoop, kneel, crouch, reach, stand, walk, list, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
