Program Control Analyst Ocean Operations

Aquinas Consulting is currently looking to fill a Program Control Analyst – Ocean Operations job with one of our customers in the subsea telecommunications industry. To be successful in this position, you should have a Bachelor’s degree in Finance, Accounting, Business, Economics, or a related field, along with experience in a government contracting environment and familiarity with Earned Value Management Systems (EVMS). You will support Ocean Operations by managing cost and schedule performance, financial reporting, program forecasting, baseline management, and contract compliance. This is a great opportunity for an analytical professional who understands government contracting requirements and enjoys working closely with program teams to keep projects on track.

Program Control Analyst – Ocean Operations Job responsibilities:

• Support cost and schedule integration, manpower forecasting, Estimates at Complete (EAC), and other program forecasting activities.
• Prepare financial reports and EVMS performance reports, including staffing and program control metrics.
• Manage program baselines, monitor control account performance, and identify program risks and opportunities.
• Ensure program activities comply with internal controls and government contracting requirements, including FAR/DFAR regulations.
• Lead or support proposal activities, including solicitation analysis, terms and conditions, and related program control requirements.

Qualifications:

• Bachelor’s degree in Finance, Accounting, Business, Economics, or a related field.
• Experience working in a government contracting environment with knowledge of EVMS.
• Familiarity with U.S. government acquisition processes, FAR/DFAR regulations, and government contracting methods.
• Experience with Oracle, SAP, RPlan, Deltek Cobra, or similar program control and financial systems.
• Strong analytical and problem-solving skills with excellent written and verbal communication abilities.
• Proficiency in Microsoft Excel and financial analysis tools.
• Ability to work independently, manage multiple priorities, and support cross-functional program teams.
