    Description

    Job Title: Program Controls Manager

    Job Summary:
    The Program Controls Manager is responsible for leading and managing the controls budget and schedule across multiple related projects within a larger program. This role oversees program controls systems, tools, processes, and staffing to ensure alignment with the Program Execution Plan (PgEP). The Program Controls Manager plays a critical role in delivering complex estimating, scheduling, cost control, earned value analysis, and progress reporting functions to internal leadership and external stakeholders.

    Key Responsibilities:

    • Lead and manage all program controls functions, including cost, contract, WBS, schedule, and resource tracking.

    • Oversee development, implementation, and maintenance of program controls reporting systems and tools.

    • Ensure quality and consistency across all program controls practices.

    • Prepare and present detailed schedule analyses, earned value reports, and cost forecasts.

    • Assess impacts of design and construction changes on cost and schedule, and provide recommendations for resolution of complex issues.

    • Manage development and maintenance of a management reporting data warehouse to support accurate and timely reporting.

    • Direct schedule management activities using Critical Path Method (CPM) scheduling techniques.

    • Lead estimating, project cost management, forecasting, and document control functions across the program.

    • Oversee quality review of Earned Value Management (EVM) reporting.

    • Present cost management and forecasting reports to program stakeholders.

    • Implement and manage risk management processes, identifying and mitigating potential project risks.

    • Lead Interactive Program Planning Meetings (IPPM).

    • Ensure quality review and implementation of program execution manuals.

    • Analyze program cost forecasts and evaluate performance against established schedules and key milestones.

    • Build and maintain effective relationships with clients, customers, contractors, and stakeholders.

    • Lead recruitment, development, training, retention, and performance evaluation of the program controls team.

    • Perform additional duties as assigned and ensure compliance with company policies and standards.

    Qualifications:

    • Bachelors degree in Engineering, Construction Management, or a related field required.

    • Minimum 7 years of direct project controls experience or experience managing industry-specific programs in project controls.

    • Equivalent industry experience may substitute for degree requirements.

    • Field experience developing detailed construction schedules and integrating them with engineering and procurement activities required.

    • Experience with Oracle Primavera P6 preferred.

    • Experience with Project Management Information Systems (PMIS) preferred.

    • Excellent written and verbal communication skills.

    • Strong interpersonal and leadership skills.
