Manages the South Carolina Digital Newspaper Program by planning, organizing, and tracking the progress and completion of all activities required.Researches and selects South Carolina newspaper titles for digitization by developing selection criteria, obtaining feedback and approval of the SCDNP advisory board, evaluating and documenting copyright status, compiling a list of selected titles and required details for submission to LOC, and revising the selections as needed based on availability and condition of physical and microfilm copies. Documents newspaper titles found via title research that are already available for free in digital form. This job function fulfills the requirements to convene an advisory board, compile a list of selected titles, evaluate copyright status, and identify open-access digital titles not included in NDNP.

Essential Function Yes Percentage of Time 30 Job Duty
Researches and selects South Carolina newspaper titles for digitization by developing selection criteria, obtaining feedback and approval of the SCDNP advisory board, evaluating and documenting copyright status, compiling a list of selected titles and required details for submission to LOC, and revising the selections as needed based on availability and condition of physical and microfilm copies. Documents newspaper titles found via title research that are already available for free in digital form. This job function fulfills the requirements to convene an advisory board, compile a list of selected titles, evaluate copyright status, and identify open-access digital titles not included in NDNP.
Essential Function Yes Percentage of Time 10 Job Duty
Sources, obtains access to, and evaluates the quality of master negative microfilm newspapers, or other formats as allowed by the NDNP technical specifications to procure the source material for duplication, digitization, description, and delivery of 100,000 newspaper pages to LOC by locating holding institutions, including SCL, CLS, and SCDAH, negotiating loan of the materials, and analyzing the materials for optimal scanning according to the NDNP technical specifications.

Validates and sends all deliverables to LOC according to the established timeline, the monthly data delivery requirements, LOC's delivery instructions, and the NDNP technical specifications to ensure successful completion of the project. Reviews the quality of digital files, metadata, and microfilm for conformance with the technical specifications, troubleshooting errors as they occur. Mails duplicated microfilm and external hard drives containing validated digital files and metadata in batches of 10,000 newspaper pages. Emails the list of selected titles and associated data, the list of open access digital newspapers, and the title essays.

Manages the progress and completion of work performed by vendors to carry out the activities that cannot be completed in-house. Communicates via email, phone, and other channels as necessary with the microfilm digitization vendor, the microfilm duplication vendor, and the Charleston Library Society. Mails and receives external hard drives and microfilm reels to and from the vendors. Ensures that the vendors adhere to technical guidelines.
Essential Function Yes Percentage of Time 5 Job Duty
Trains and directly supervises two student workers and up to four interns during the project period to perform in-house microfilm scanning and metadata creation and to create topical research guides. Assigns the students tasks, reviews their output, and assists them in correcting errors. Ensures that the metadata adheres to the NDNP technical specifications before sending it to the digitization vendor. Ensures that the topical research guides are accurate and adhere to a high standard of written communication and research value. The microfilm scanning and metadata are required activities to fulfill the grant responsibility of submitting 100,000 newspaper pages. The development of topical research guides promotes the use of digitized newspapers for scholarly pursuits.

Regularly provides written and verbal reports on progress of the project to the area supervisors, the SCDNP advisory board, and LOC to fulfill the reporting requirements. Communicates issues to the area supervisors and LOC to receive proper troubleshooting assistance and adjust the agreed upon project timeline as required.

Disseminates program output to further the research and educational use of digitized South Carolina newspapers and the Chronicling America database.
Maintains the SCDNP blog and listserv with regular posts about digitized titles and resources. Plans and executes an outreach campaign including social media content, information packets, and presentations to libraries, K-12 schools, genealogical societies, or other organizations. Coordinates promotional activities performed by the advisory board members.
