The County of San Diego is currently accepting job applications for Program Coordinator with a current vacancy in the Department of Public Works (DPW) within the Waste Planning & Recycling section. This eligibility list may also be used to fill additional vacancies within the Department of Public Works during the next six (6) months.

Program Coordinators are responsible for providing administrative, analytical, planning, and management support for programs, projects, and facilities where substantive administrative, policy, and/or technical issues require specialized analysis, recommendation, and implementation.

The Position

This position will be assigned to the Department of Public Works, Environmental Division, Waste Planning & Recycling section. The selected candidate will oversee the update to the Strategic Plan To Reduce Waste and consequently implement the selected policies and programs; help implement waste and recycling-related Climate Action Plan programs; oversee and track franchise hauler program compliance; assist in coordinating compliance with state regulations; work and interact with representatives of waste and recycling industry members and other key sectors; provide full supervision over staff assigned to Waste Planning & Recycling; and perform other management and program coordination related work

Note: The future incumbent for this position may be required to travel to areas within the county region and working in outdoor settings on an occasional basis.

Key Responsibilities include

  • Create and implement waste reduction and recycling programs to meet the Strategic Plan to Reduce Waste and Climate Action Plan waste diversion goals.
  • Update and maintain the Strategic Plan to Reduce Waste and related planning documents.
  • Develop strategies to increase diversion rates and reduce landfill disposal in alignment with state and local regulations.
  • Monitor progress toward waste diversion and greenhouse gas reduction targets; prepare reports and presentations for internal stakeholders and regulatory agencies.
  • Collaborate with franchise haulers to ensure adherence to contract requirements and diversion goals; track performance metrics and verify compliance.
  • Recommend adjustments to franchise agreements based on program outcomes and legislative changes.
  • Coordinate with internal departments, external agencies, and community partners to support waste diversion initiatives.
  • Develop educational materials and outreach campaigns to promote recycling and waste reduction; represent DPW at meetings, workshops, and public events.
  • Analyze waste stream data to identify trends and opportunities for improvement; recommend policy updates and operational changes.
  • Stay informed on emerging technologies and best practices in waste diversion to enhance program effectiveness.

The Program Coordinator classification will play a critical role in providing technical expertise, strategic planning, and interagency collaboration to lead a comprehensive and compliant waste diversion planning program. These efforts are essential for achieving the County's waste diversion goals, managing related programs, and sustaining the expanded responsibilities of DPW's recycling program.

Hiring Process and Timeline:

Minimum Qualifications

A bachelors degree from an accredited U.S. college or university, or certified foreign studies equivalency, AND, four (4) years of professional experience performing analysis, budget management, program administration, engineering, or closely related work in a program performing planning and analysis; OR a combination of education and/or experience as stated above.
