CSI is in need of an experienced Program Director to lead our Chase Center program located in Waterbury, CT. The program is an adult residential facility that administers assessments, monitors clients' compliance with service plan goals, and involves clients in services that address their criminogenic tendencies. Though case management, supervision, and provision of evidence-based groups, clients gain the tools and support necessary for successful community re-entry. The Program Director is responsible for the health, safety, and security of the clients, staff, facility, and programming. This position is responsible for the operation, staffing, programming, safety, leadership, and fiscal management of the program, including planning and implementation of administrative, operational, and treatment mandates, to ensure that residents stabilize in a safe environment, learn new skills, and successfully transition back to their home community.

(CSI) is a nonprofit organization that promotes the responsible citizenship, accountability, and well-being of individuals and families involved, or at risk of involvement, in the child welfare, juvenile justice, or criminal justice system. Since CSIs founding in 1962, it has been a pioneer in the community-based service. We have been delivering supervision, treatment, and comprehensive individualized services to help clients interact more effectively in their communities and become productive citizens. Using this plan we built the first ever halfway house in New England which has now been replicated and grown to almost 50 programs in 9 states. For over 50 years, CSI has been building upon its successful foundations and has been expanding its services to serve thousands of adults, youth, and families each year.

CSI understands clients and staff have been impacted by trauma. CSI is becoming a trauma-informed organization by hiring individuals with existing experience in trauma-informed practices as well as supporting ongoing staff development with trauma-informed practices. This will include learning to recognize symptoms of trauma and how to respond, through training starting at orientation and throughout their career at CSI. CSI is committed to systematically evaluating the integration of the trauma-informed values of safety, trustworthiness, choice, collaboration, and empowerment at all levels of the organization's policies, procedures, and structures to guard against the possibility of re-traumatization.

Position Overview

  • Ensure that a holistic approach is facilitated via collaboration and delegation with staff.

  • Promote inclusion and acceptance of diversity and uniqueness, specifically with regard to age, gender, race, ethnicity, sexual orientation, and gender identification.

  • Facilitate strengths-based, relational, and trauma informed approaches and practices to ensure that the program culture reflects these values.

  • Engage referral agents to ensure processes and procedures are consistent.

  • Oversee implementation of the resident referral, assessment, case planning, case management, service delivery, recreation, skill building, and discharge planning for all residents. This includes recording, organizing, arranging, and interviewing activities.

  • Developing and administering program policies and procedures.,

  • Ensure that the development, implementation and oversight of all services and activities are facilitated in accordance with contract requirements.

  • Lead recruitment efforts, hire, train, conduct supervision, and evaluate personnel. Manage the staff supervision process including preparation of reports, evaluation, training, development plans, and issue specific supervision.

  • Ensure required staff to resident ratio at all times.

  • Develop program resources and liaison with funders and local community agencies.

  • Evaluates program data to ensure compliance with contractual requirements, making adjustments as necessary for successful program delivery.

  • Develop and implement Manage and facilitate proper record keeping and report writing as needed, required and requested. This includes program, resident and staff logs, files, and schedules.

  • Direct quality assurance activities as required.

  • Direct data input and accurate reporting.

  • Provide reports as requested.

  • Ensure effective manage the program budget management including oversight of funds received, program expenditures and bring forth resolving emerging financial issues and concerns.

  • Develop, record, report, and analyze outcome measures.

  • Ensure proper planning, organization, and implementation of recreational and cultural activities for residents.

  • Ensure appropriate medical and mental health treatment, including routine care and medication administration.

  • Ensure integrity of clinical service delivery via the provision of clinical supervision.

  • Lead the service and/treatment planning and implementation process.

  • Set high standards regarding the condition of the interior and exterior living spaces and vehicles; address maintenance needs, and meet fire safety, health and security requirements.

  • Facilitate and manage crisis intervention, hospitalizations, runaways, violent behavior, school problems, problems occurring during home visits, etc..

  • The Program Director shall be ready to perform any tasks, reasonably assigned, that are needed to maintain the viability of the Program.

Qualifications

  • A Master's degree and three years of experience, or a Bachelor's degree and five years of experience in the social service or criminal justice field. Education may be substituted with relevant experience on a one year for one year basis.
  • Three years' experience in management and supervision of staff.
  • Ability to effectively engage and develop collaborative relationships with funders and other stakeholders.
  • Possess the ability and willingness to effectively lead teams.
  • Exhibits excellent leadership skills including interpersonal, oral, and written communication skills.
  • Additional certifications will be required upon incumbency. Experience with Microsoft Office.
