Responsibilities:

Noblis MSD has an exciting opportunity for a Program Director for its NAVWAR division.  This individual will be a dynamic leader with a strong growth mindset responsible for new business development, regional operations, program management and financial execution of a business unit with 150+ employees and generation of $75M in revenue annually.  This senior level position requires expertise in leading large diverse teams in providing technical, programmatic and financial support to various Navy commands across the NAVWAR / PAE C4ISR community (i.e., NIWC Pacific and Atlantic, PEO C4I, NAVWAR, PEO Digital and PEO MLB). This individual will come with established professional networks and working relationships within San Diego and the Navy-wide community. 

  • Lead complex Capture and Business Development activities, identifying, coordinating and executing large scale bid and proposals up to and beyond award.
  • Develop solutioning teams including partners, staffing and pricing.
  • Provide vision, people leadership and direction to high-performing teams.
  • P&L management.
  • Executive representative of Noblis at various local and remote events such as industry events, workshops and technical interchange meetings.

 

Required Qualifications:

Bachelor’s in business or technical degree required with 12 years of experience in Navy program management of Navy Programs.

  • Experience in leading, developing and scaling teams for growth across various Navy missions with a focus on innovation, research and development.
  • Experience and understanding of the NAVWAR mission and market.  Connectivity with NAVWAR leadership and its network of commercial partners
  • Track record of successful revenue and program growth within federal government programs.
  • Extraordinary communications skills. Adept at communicating complex subjects to senior. executives and communicating broad issues to the workforce with clarity.
  • Must be willing to travel 30% of the time for customer requirements and Corporate initiatives.
  • US Citizenship.
  • Active Secret Clearance.

 

Desired Qualifications:
  • Previous Active-Duty or Government Civilian Navy Experience.
  • Active Top Secret Clearance.
  • Client engagement experience with Echelon II and Echelon III commands.
  • PMP certification.
  • Successful experience identifying, attracting, and hiring the right talent.
  • Excellent interpersonal, problem solving, and business acumen.
  • A strong passion for business development and innovation.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.


Posted Salary Range: USD $186,100.00 - USD $290,725.00 /Yr.
