What You'll Do

As Program Director, under the direction of the Executive Director, you will provide overall leadership, management, and accountability for the OASAS-funded FORGE program. FORGE (Fostering Opportunities, Resilience, Growth and Employment) is a technical assistance program intended to support Vocational Rehabilitation Counselors in delivering job opportunities and support for people recovering from substance use disorder. FORGE provides job coaching, training to Vocational Rehabilitation counselors, and develops relationships with employers to generate viable, recovery-friendly employment opportunities for participants.

In addition to the above, as Program Director you will oversee implementation, staffing, performance, compliance, fiscal coordination, partnership management, and reporting, and serve as the primary point of contact for funder communication and operational oversight. You will supervise program staff and will be responsible for assigning work, monitoring performance, supporting professional development, and ensuring accountability for program quality and contract deliverables.

Your responsibilities will include:
  • Leading implementation of the OASAS-funded initiative from start-up through closeout, including work plan execution and milestone tracking.
  • Supervising program staff and maintain clear accountability for service quality, documentation, and contract deliverables.
  • Coordinating internal departments, referral partners, subcontractors, and employer partners to support effective service delivery.
  • Monitoring outputs, outcomes, and performance targets; review reports, dashboards, and corrective action plans as needed.
  • Supporting budget management in coordination with fiscal staff to ensure spending aligns with approved program activities.
  • Representing the program in meetings with OASAS and external stakeholders and address operational barriers through continuous improvement.
You're a great fit for this position if you have:
  • Bachelor's degree (required); Master's degree preferred in human services, social work, public health, counseling, rehabilitation, public administration or a related field.
  • At least five years of progressively responsible program management experience.
  • Experience managing workforce, rehabilitation, behavioral health, reentry, or human services programs strongly preferred.
  • Experience with government grants or contracts and staff supervision (preferred).
  • Strong project management, reporting, and stakeholder coordination skills.
  • Knowledge of recovery-oriented, trauma-informed, and participant-centered service delivery.
  • Ability to manage multiple priorities and deadlines while maintaining high-quality written documentation.
  • Proficiency with Microsoft Office and program data systems.
  • Ability to work effectively with diverse populations, including individuals with significant barriers to employment.
