Job Title: Program Evaluator II

Location: Aberdeen, MD

Work Environment: Remote / Government Site as Required

Clearance Requirement: Public Trust

Status: Funded

Salary Range: $80,000 - $90,000

The Program Evaluator II provides statistical guidance, program evaluation expertise, and analytical support for Public Health Program Evaluation studies and initiatives to support Defense Centers for Public Health - Aberdeen. The incumbent supports study design, statistical analysis planning, interpretation of findings, technical reporting, and presentation development. This position collaborates with data managers, evaluation teams, government stakeholders, and other customers to ensure evaluation activities are scientifically sound, compliant with applicable regulations, and support informed decision-making.

The Job Duties and Responsibilities include but are not limited to the following:

  • Provide statistical guidance and recommendations for Public Health Program Evaluation study design and statistical analysis.
  • Write and review statistical sections of Public Health Program Evaluation studies.
  • Develop statistical analysis plans and detailed specifications for analysis datasets, consistency checks, tables, figures, and reporting outputs.
  • Perform appropriate statistical analyses utilizing established quantitative methodologies and analytical software.
  • Interpret analytical findings and prepare statistical sections of study reports and evaluation deliverables.
  • Collaborate with Public Health Program Evaluation data managers, study personnel, government stakeholders, and other customers regarding statistical design, programming, and analysis activities.
  • Develop, maintain, and update statistical documentation in accordance with applicable regulations, guidance, and organizational procedures.
  • Maintain organized statistical records, data files, and supporting documentation.
  • Prepare Public Health technical reports, business process documentation, oral reports, charts, tables, executive summaries, and professional-quality presentations.
  • Present analytical findings and recommendations to technical and non-technical audiences.
  • Support quality assurance initiatives by ensuring accuracy, consistency, and completeness of analytical products.
  • Perform all duties in accordance with federal regulations, data management requirements, privacy standards, and organizational policies.
  • Maintain all security requirements associated with a Public Trust position.
  • Perform other duties as assigned in support of contract objectives.

Required Qualifications:

  • Bachelor's degree in Biostatistics, Public Health, Health Sciences, or a related discipline.
  • Minimum five (5) years of experience supporting public health research, program evaluation, statistical analysis, or related analytical activities.
  • Experience developing statistical analysis plans and technical documentation.
  • Experience conducting quantitative analyses and interpreting complex datasets.
  • Experience preparing technical reports, tables, figures, and presentations.
  • Experience working collaboratively with multidisciplinary teams and stakeholders.

Preferred Qualifications:

  • Master's degree in Biostatistics, Public Health, Health Sciences, or a related discipline.
  • Experience supporting the Department of Defense (DoD), Defense Health Agency (DHA), Centers for Disease Control and Prevention (CDC), Health and Human Services (HHS), or other federal agencies.
  • Experience with Public Health Program Evaluation studies and health outcomes research.
  • Knowledge of federal research, evaluation, and reporting requirements.
