    Job Description

    • Conduct background research and review extant literature across multiple areas such as motor vehicle safety, impaired driving, indicators and measures of effectiveness, study design and methodology, and analytic methods.
    • Design and develop monitoring and evaluation plans and data collection instruments including surveys and interview protocols.
    • Conduct technical review and advise programs and partners on program implementation, monitoring, and evaluation design and methods.
    • Create content and materials for proposal development and study plans including Institutional Review Board protocols.
    • Use qualitative, quantitative, and mixed methods to design and implement data collection instruments, conduct data analysis, and interpret results.
    • Develop and contribute to briefings, reports, and articles for a variety of audiences to include technical experts, senior leadership, and lay persons.
    • Provide technical field monitoring and evaluation support to the PPCC program.
    • Coordinate the preparation and execution of field monitoring and evaluation activities with stakeholders and partners.
    • Implement field monitoring and evaluation activities individually or as part of a team.
    • Collect data at Pilot sites and provide training/guidance to others collecting data.
    • Support stakeholders and NIDHC staff in identifying key issues in the field to enhance the quality and effectiveness of assessment, monitoring and evaluation activities.
    • Support the PPCC team in managing partner, stakeholder, and/or client needs.
    • Support internal assessment, monitoring, and evaluation capacity building efforts.
    • Coordinate planning and ensure strategic communication with all relevant participants including but not limited to, implementing partner, USU faculty/students, Interagency (e.g., DoD, Department of Health & Human Services, Department of Homeland Security, etc.), and contracting staff (if applicable).
    • Maintain an ethical approach to all activities, including but not limited to study design, data collection, and analyses, report writing, IRB compliance, and training.
    • Work with administrative HJF staff to plan for and coordinate any travel.
    • Completes other assigned projects as needed and assigned.

    HJF is seeking a Program Evaluator II - Pre- and Post-Crash Care to conduct and provide technical assistance for research and evaluation activities, as well as operations and logistics support. The position will be in support of National Institute for Defense Health Cooperation, a center of the Uniformed Services University of the Health Sciences (USU) in Bethesda, MD. The Program Evaluator will participate in the planning, design, and implementation of program monitoring and evaluation activities related to the National Highway Traffic Safety Administration Pre- and Post-Crash Care (PPCC) Program, as well as other NIDHC programs and projects, as assigned.

    The National Highway Traffic Safety Administration Pre- and Post-Crash Care (PPCC) Program aims to improve emergency medical services (EMS), 911, post-crash care, and help to prevent crashes on our Nation's roadways by developing and propagating research, education, and training related to medicine and public health, ultimately enhancing the Nation's emergency response system for critical care patients.
