Program Management Office (PMO) Consultant / PMO Director
Position Summary
The Program Management Office (PMO) Consultant serves as a strategic advisor and extension of County leadership, providing executive-level oversight, governance, planning, programming, budgeting, and execution support for a large and diverse capital infrastructure portfolio. This role leads the PMO function and is responsible for establishing program management standards, portfolio controls, governance frameworks, reporting structures, financial oversight, and continuous process improvement across facilities and transportation capital projects.
The PMO Consultant is expected to integrate directly with County operations, collaborate with senior leadership, and provide dedicated support to ensure the successful delivery of the County’s capital improvement program.

Qualifications
  • Bachelor’s Degree in Engineering, Construction Management, Business Administration, Public Administration, Program Management, Architecture, Finance, or a related field.
  • Master’s Degree preferred.
  • Minimum 15 years of progressively responsible experience managing large-scale infrastructure, facilities, transportation, or capital improvement programs.
  • Minimum 10 years of leadership experience overseeing program management, portfolio management, or PMO operations.
  • Demonstrated experience managing multi-million-dollar capital project portfolios.
  • Proven ability to work directly with executive leadership, government officials, and key stakeholders.
  • Experience developing governance structures, project controls frameworks, and enterprise reporting systems.
  • Strong knowledge of project management methodologies, program governance, financial controls, and organizational process development.
Essential Job Functions
Program Leadership & Governance
  • Lead and manage the Program Management Office (PMO) supporting the County's capital program.
  • Develop, implement, and maintain the Program Management Plan (PgMP).
  • Establish governance structures, reporting relationships, and program controls.
  • Develop and maintain the PMO Charter and integration strategy with County operations.
  • Provide strategic guidance to County leadership regarding program execution and performance.
Portfolio Management
  • Oversee capital portfolio planning, monitoring, and execution activities.
  • Validate and maintain integrated master schedules across all active projects.
  • Manage project dependencies, milestones, resource allocation, and critical path activities.
  • Support prioritization and strategic alignment of capital projects.
Financial Management
  • Develop and maintain cash flow projections and financial forecasts.
  • Monitor program budgets, commitments, expenditures, and funding allocations.
  • Provide financial performance analysis and forecasting reports.
  • Support annual budget development and capital planning initiatives.
Project Controls & Reporting
  • Implement and maintain project controls systems and performance monitoring processes.
  • Develop real-time dashboards, executive reports, variance analyses, trend analyses, and performance metrics.
  • Monitor schedule, scope, cost, risk, and resource performance.
  • Recommend corrective actions for emerging risks and performance issues.
Process Development & Continuous Improvement
  • Develop and maintain Standard Operating Procedures (SOPs).
  • Create and update Project Management Plan templates and guidance documentation.
  • Develop Facilities and Transportation Project Management Procedures Manuals.
  • Lead process-improvement initiatives to enhance program effectiveness and transparency.
Cost Estimating & Forecasting
  • Support development of conceptual and detailed cost estimates for capital projects.
  • Establish estimating standards, workflows, and documentation requirements.
  • Coordinate estimate validation with County departments and stakeholders.
  • Support developer bond release estimates, budget development requests, and ad hoc estimating efforts.
Stakeholder Engagement
  • Conduct bi-weekly leadership briefings and quarterly portfolio reviews.
  • Support preparation and presentation of reports to County Administration and governing boards.
  • Collaborate with County leadership, project managers, financial staff, and external stakeholders.
  • Provide mentoring, training, and implementation support to project teams.
Resource Accountability
  • Track and report PMO staffing utilization and level-of-effort metrics.
  • Ensure transparency of full-time equivalent (FTE) resource allocation and performance.
Certifications

Work Status
  • Full-Time Dedicated Resource
  • 100% dedicated to the County PMO contract during contract performance.
  • Must be available during normal business hours, Monday through Friday, excluding County holidays.
  • Ability to attend executive meetings, leadership briefings, board presentations, and project reviews as required.
  • Authorized to work in the United States without sponsorship.
Work Location

  • PMO leadership and key personnel are expected to be physically embedded within County offices during normal business hours.
  • Workspace and County-issued technology will be provided.
  • Work products, project data, and deliverables must be maintained within County-approved systems and networks.
  • Limited remote work may be permitted only with County approval and based on operational needs.
