Description

This Program Management Team Manager role will act as a Deputy to the Program Manager in executing multiple contract vehicles and task orders ensuring cost, schedule, and performance objectives are met across geographically distributed program activities. This position requires extensive engagement with Navy program offices, fleet operators, and defense contractors at installations worldwide and demands a candidate with deep systems engineering, acquisition management, and C4I domain expertise. Provide support to business development initiatives and program staff management.

This position is 100% ONSITE in San Diego, CA and must be local to the area. It also requires approximately 50% travel to fleet sites and program offices globally.

JOB DUTIES:

  • Assist the Program Manager in planning, executing, and monitoring all phases of the program lifecycle, ensuring deliverables are completed on time, within scope, and within budget
  • Serve as a technical liaison between engineering, operations, and customer stakeholders to ensure technical requirements are clearly defined, understood, and executed
  • Monitor program expenditures against budget baselines and provide timely analysis of cost variances
  • Assist in the preparation of Contract Data Requirements List (CDRL) deliverables, monthly status reports, and financial performance reports
  • Support proposal activities including cost volume development, basis of estimate (BOE) preparation, and technical volume contributions
  • Serve as a primary point of contact for the customer in the absence of the Program Manager, maintaining strong relationships and ensuring customer satisfaction
  • Lead and mentor cross-functional team members including engineers, analysts, and support staff

Qualifications

REQUIREMENTS:

Education and Experience:

  • Bachelors and ten (10) years or more of related experience.
  • Eight (8) years of hands-on experience with Submarine Shore Communications.
  • Must have experience in three (3) of the following five (5) areas: Systems Requirements, Operational Requirements, Data Analysis, Test & Evaluation, and Training. Experience may be achieved simultaneously.
  • Demonstrated experience managing or supporting DoD acquisition programs across multiple phases of the acquisition lifecycle in accordance with DoDI 5000.02 and applicable Navy acquisition policy.
  • Proven ability to manage cost, schedule, and performance baselines across complex, multi-year programs.
  • Experience developing and managing Integrated Master Schedules (IMS), and Work Breakdown Structures (WBS).
  • Technical familiarity with shore-based VLF/LF transmitting systems, Broadcast Control Authorities and primary strategic communications.
  • Knowledge of VLF antenna systems, high-power transmitter technology, and associated power distribution and control infrastructure at Navy VLF stations.
  • Familiarity with Naval Information Warfare Center program offices and technical codes responsible for VLF system acquisition and sustainment.
  • Proven track record of leading multidisciplinary teams of engineers, logisticians, and program analysts.
  • Experience mentoring and developing junior program management and engineering personnel.

Clearance:

  • Must be a U.S. Citizen
  • Must have a Top Secret Clearance to Start
  • Must be able to obtain a TS/SCI after start

Certification:

  • Must have IAT Level II certification within 6 months of hire

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
