Overview
T12 Technologies is seeking an experienced Program Manager / Team Lead to direct End-Use Monitoring (EUM) of U.S.-funded equipment transferred to a partner government under a U.S. Government contract. This key personnel position holds full responsibility for contract performance, deliverables, quality control, and reporting, and has the authority to make major implementation decisions. The Program Manager leads a six-person team — a Design, Monitoring & Evaluation Specialist and four EUM Specialists — monitoring a large and growing inventory of assets, including weapons, ammunition, night vision devices, body armor, vehicles, and UAVs, across the host country. The position is based full-time in-country and serves as the primary point of contact for the Government customer, the Contracting Officer (CO), and the Contracting Officer’s Representative (COR).
Key Responsibilities
Program Leadership & Contract Execution
Oversee performance of all work under the contract, including deliverables, quality control, contract execution, and reporting; serve as the primary point of contact for the Government customer, the CO, and the COR.
Supervise, task, and evaluate the DME Specialist and four EUM Specialists; set field priorities and ensure consistent, high-quality inspection practices.
Develop the Draft and Final Work Plans, including activities, schedules, milestones, and staffing.
Establish and maintain the Quality Control Plan and ensure identified deficiencies are corrected and do not recur.
Lead phase-in so that all personnel are on board within the required timeframe after Notice to Proceed.
EUM Operations
Direct asset inspections and usage monitoring, including recurring inspections of high-risk articles such as weapons, ammunition, drones, and armored personnel carriers (APCs).
Lead the full audit and inventory of priority assets and the design of an inventory system that supports future property transfers to the host government.
Oversee the review of existing EUM procedures against applicable Government policy and the resulting recommended revisions and job aids.
Coordinate team support to asset handovers and barcode tagging, and to physical security audits of host-government facilities holding defense articles.
Ensure lost, destroyed, damaged, or stolen assets are reported to the Government promptly, and support disposal and demilitarization processing.
Reporting & Stakeholder Management
Lead regular progress meetings with the COR and Government personnel, and submit monthly progress reports with qualitative and quantitative data.
Deliver assessment reports and a Final Report on schedule.
Submit serious incident reports promptly and brief the CO, COR, and Government stakeholders on progress and findings.
Coordinate site access and scheduling with Government and host-nation counterparts, including national police, while ensuring all staff identify clearly as contractors.
Security, Logistics & Personnel Accountability
Hold overall responsibility for the use of official vehicles, including armored vehicle policies, maintenance approvals, and documentation to the COR.
Plan and submit monthly travel requests with risk assessments and cost estimates; coordinate with the COR and Government security officials on movement security for all field travel.
Implement the program’s risk mitigation plan, including compliant accommodation, personnel accountability procedures, and the evacuation and drawdown plan.
Ensure all personnel complete required security training and maintain vetting, medical, and training records.
Enforce information security requirements, including NIST-compliant Microsoft 365 storage, encrypted devices, VPN use, and need-to-know access.
Required Qualifications
Education
Bachelor’s degree required.
Experience & Requirements
Minimum five (5) years of experience in monitoring and evaluation, strategic planning, process mapping, performance management, and/or auditing and administration.
At least two (2) years of experience as a team lead or managing staff.
At least two (2) years of experience supporting overseas logistics programs, preferably OCONUS and involving defense articles.
Experience developing training materials, procedures, and policy.
Required: U.S. Citizen with an active Secret clearance.
Must reside in-country full-time for the duration of the assignment.
Able to drive armored vehicles.
Preferred
Fluency in French and/or Creole.
Experience with U.S. Government security assistance, end-use monitoring, property accountability, or compliance programs.
Prior experience leading teams in high-threat or post-conflict environments, ideally in the Caribbean.
Skills & Competencies
Fluency in English required.
Proficient in Microsoft Word, Excel, and Outlook.
Proven ability to produce clear, concise written reports and presentations in English for senior government audiences.
Strong leadership, judgment, and interpersonal skills; able to build working relationships with U.S. officials, host-nation counterparts, and a local national team.
Working Conditions
Based in the host country’s capital, with regular field travel throughout the country, including remote, rural, and conflict-adjacent areas.
Field movements are conducted in armored vehicles with armed security as required; strict movement restrictions apply.
Must reside in contractor-provided secure accommodation and comply with all movement security, accountability, and serious-incident reporting requirements.
Must be physically and medically fit for field operations; required immunizations and health training completed before arrival; MEDEVAC coverage provided.
Must complete required hostile-environment security training before deployment; defensive driving training required where driving is a primary duty.
Standard Monday–Friday schedule; U.S. and host-nation holidays may be working days as directed. No overtime is authorized under this contract.
