As a Certified Community Behavioral Health Clinic, CNS Healthcare's mission is to serve the people of our communities.  The Program Manager, Clinical Services is responsible for managing the provision of substance use disorders services, associated teams, and ancillary supports for assigned service lines.

Please Note: This position provides opportunities for some remote flexibility upon the successful completion of the training/onboarding period.

Compensation Range:

The starting salary for this position is $64,800 and is based on non-discriminatory factors such as skills and experience.

Essential Functions

  • Serve as a leader and role model for the organization in matters relating to the assigned service line(s) and ancillary supports.
  • Ensure the compliance and successful execution of all service line requirements as outlined in provider contracts and the Michigan Department of Health and Human Services (MDHHS) Medical Manual.
  • Oversee providers of sub-contracted services to assure compliance with all program requirements stipulated in contracts as assigned.
  •  Prepare, implement, and manage new and existing departmental processes, polices, and procedures to ensure the efficient and effective provision of services.
  • Establish and ensure direct service productivity and quality standards, as well as key performance standards for assigned service line(s).
  • Regularly assess the quality of work and operational metrics for assigned staff and make suggestions for continuous improvement including the development of team improvement goals.
  • Provide input and recommendations related to service line financial and budgetary considerations.
  • Collaborate with internal and external partners regarding resources and programs for improved services and staff development.
  • Complete all assigned reporting and projects within designated time frames.
  • Ensure documentation of attendance at required trainings is maintained for all assigned staff and available for review upon request.
  • Facilitate staff and external trainings as requested.
  • Provide clinical and administrative coverage to the department leadership team and other department staff as assigned.
  • Maintain compliance with quality care initiatives including Meaningful Use (MU), Medicare Merit Based Incentive Payment System (MIPS), Commission on Accreditation of Rehabilitation Facilities (CARF), and Certified Community Behavioral Health Clinic (CCBHC) requirements.
  • Ensure that the CNS Healthcare standards of service are applied to interactions with individuals served, guests, and staff.
  • Assume responsibility for professional growth by current reading and attendance at educational programs and conferences.
  • Maintain knowledge and compliance with established policies and procedures, corporate compliance program, code of ethics, applicable federal, state, and local laws and regulations, HIPAA standards, and other regulatory programs.
  • Perform other related duties as assigned.

Supervisory Responsibilities

  • Provide consistent, recorded individual and/or group supervision at least monthly.
  • Organize and oversee the day-to-day operations of the assigned team(s) to ensure appropriate coverage of responsibilities.
  • Educate, enforce, and ensure team compliance with CNS Healthcare policies and procedures.
  • Cultivate, maintain, and enhance team, department, and interdepartmental relationships to promote collaboration, teamwork, and a positive working environment.
  • Serve as a conduit of communication between direct reports, department leadership, and agency leadership.
  • Build a strong team by attracting, selecting, onboarding, and developing direct reports to retain high-performance team members and empower them to elevate their level of responsibility, span of control, and performance.
  • Serve as a role model, mentor, and coach in providing ongoing and consistent individual supervision that is focused on meeting individual productivity and performance goals, as well as departmental goals, objectives, and project deadlines.
  • Manage employee performance, including any verbal/written warnings and conducting employee evaluations to provide examples of behavior, ways for employees to improve performance, and development of goals for the coming year.
  • Lead assigned team in quality improvement initiatives and compliance with all quality improvement initiatives and standards to promote quality achievement across the organization.
  • Responsible for managing work schedules, time and attendance, paid time off, and mileage for assigned staff in a timely manner.

Required Education, Skills and Experience

  • Master’s Degree in Social Work, Counseling, Psychology, or Marriage and Family Therapy, AND
  • State licensure: Licensed Master’s Social Worker (LMSW), Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT), Limited-Licensed Psychologist (LLP), OR Licensed Psychologist (LP)
  • Current Michigan certification through MCBAP (CADC required; CAADC preferred)
  • Certified Clinical Supervisor (CCS) credential or eligibility required for positions providing clinical supervision
  • Minimum of 3–5 years of experience in substance use disorder treatment and at least 1–2 years in a supervisory role
  • Demonstrated knowledge of Michigan SUD licensure requirements, ASAM criteria, and Medicaid/CMH standards
  • Experience working with co-occurring disorders strongly preferred
  • Qualified Mental Health Professional:
    1. Specialized training (including fieldwork and/or internships associated with the academic curriculum where the student works directly with persons receiving mental health services as part of that experience), OR
    2. At least 1 year of experience in treating or working with a person who has a mental illness

Additional Education, Skills, and Requirements

  • Experience in overseeing and managing clinical projects and implementations
  • Experience in the community mental health setting
