Education Requirements:

Bachelor's degree or equivalent relevant experience is required, plus a minimum of 8 years of relevant experience; or Master's degree, plus a minimum of 6 years of relevant experience to meet managerial expectations.

 

Clearance Requirements:
Department of Defense Secret security clearance is preferred at time of hire.  Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.

We are seeking a Program Manager to work out of our Colorado Springs, CO office. GDMS is on the lookout for an enthusiastic and driven Program Manager to join our GPS Source team. GPS Source designs, develops, produces, and sustains GPS/PNT (Positioning, Navigation, and Timing) products for the U.S. Department of Defense and allied nations. Our dedicated team collaborates closely with military customers, internal engineering and production teams, and industry partners to deliver reliable, mission-critical PNT solutions for defense and commercial platforms.

 

Overview:

The Program Manager is proficient in program management, encompassing the development of cohesive plans, adherence to budgets and schedules, and the ability to analyze financial data and communicate effectively with stakeholders, with strong leadership and negotiation skills, a deep understanding of product applications, customer markets, and business strategies, and the capacity to drive new business development and foster team growth.

 

Key Responsibilities:

  • As the Program Manager, you’ll play a pivotal role in the success of our programs. Your responsibilities will include, but are not limited to:
  • Review project and program deliverables for completeness, accuracy, and compliance with contractual requirements, company standards, and customer expectations.
  • Provide formal approval of milestone deliverables, ensuring alignment with statement of work (SOW) objectives, quality standards, and delivery schedules.
  • Track deliverable status and manage corrective actions when deliverables do not meet acceptance criteria.
  • Develop, maintain, and report on project budgets, including labor, material, and subcontractor costs.
  • Monitor actual expenditures against planned budgets, identify variances, and implement corrective actions to maintain financial performance.
  • Conduct regular schedule health assessments and provide status reporting to leadership and stakeholders, escalating risks and issues as appropriate.
  • Coordinate and manage cross-functional matrix resources across engineering, operations, supply chain, quality, and other supporting disciplines to meet program objectives.
  • Define resource requirements, negotiate allocations with functional managers, and ensure adequate staffing levels are maintained throughout the program lifecycle.
  • Monitor resource utilization and performance, resolve conflicts and competing priorities, and maintain effective working relationships with functional organizations to ensure timely and efficient program execution.
  • Develop and maintain product pricing models, conduct cost-benefit analyses, and ensure product line margins meet business case targets.
  • Manage product configurations, options, and variants across the product portfolio to balance customer customization needs with production efficiency and sustainability.
  • Develop and execute proposal plans and strategies, including ROM development and competitive bid support.
  • Develop customer relationships and new business within the market/program, fostering long-term partnerships with government program offices and industry partners.
  • Lead cross-functional project teams to identify and quantify risks and opportunities and manage risk mitigation and opportunity capture activities.
  • Interface with customers on technical matters regarding programs and products, supporting technical exchanges and requirements discussions.
  • Leads the establishment of and sets integrated WBS-based budget and schedule baselines including management reserve for programs and products.
  • Follows processes and operational policies in selecting methods and techniques for obtaining solutions.
  • Recommends changes to policies and establishes procedures that affect immediate organization(s).
  • May be required to travel.

  • Ability to track work accomplished to baseline plans and identify issues, track progress, and follow through on effective corrective actions based on data analysis and trends.
  • Ability to understand and analyze program financial data.

  • Outstanding relationship management and marketing skills.
  • Skilled in communicating issues, impacts, and corrective actions on programs to internal and external representatives.
  • Skilled in the development and implementation of product/program strategy and tactics.
  • Will interact frequently with internal personnel and outside representatives at various levels.
  • Working Knowledge of MS Project, Excel, Word, PowerPoint.
  • Strong knowledge of government contracting practices and regulations regarding acquisition.
  • Strong knowledge of products and technologies including current and potential applications.
  • Strong knowledge of target customer markets.
  • Strong understanding of advanced risk and opportunity management techniques and ability to apply them to programs.

Workplace Options:

This position is hybrid On-site/Flex.  There is no 100% remote option

Salary Note: This estimate represents the typical salary range for this position based on experience and other factors (geographic location, etc.). Actual pay may vary.
