Program Manager / Product Manager (DSM Programs)
Location: Hybrid - Denver CO
Schedule: In office Tuesday–Thursday | Remote Monday & Friday
Contract Duration: Long-term 12-month contract Pay: $48.27 an/hour

System One is actively seeking a Program Manager / Product Manager to support Demand Side Management (DSM) programs focused on Commercial & Industrial (C&I) customers. This role is responsible for managing the full lifecycle of assigned DSM products and ensuring programs meet regulatory, operational, and financial objectives.
The selected candidate will serve as a key liaison between internal teams, vendors, trade partners, and regulatory stakeholders while supporting energy efficiency initiatives within a highly collaborative environment.

Position Overview
This role supports regulated DSM utility programs designed to incentivize customers to adopt energy-efficient technologies. The “product” being managed is a utility program rather than a physical product.
Responsibilities include ownership of program execution, forecasting, budgeting, stakeholder coordination, regulatory compliance, and continuous process improvement.
The work environment is fast-paced, collaborative, and highly dynamic, requiring a candidate who is comfortable managing multiple priorities and operating within ambiguity.

Program Manager Responsibilities

  • Manage the day-to-day operations of assigned DSM programs/products
  • Forecast budgets and monitor program performance against filed goals
  • Maintain compliance with regulatory requirements and program documentation
  • Manage program rules, updates, and customer-facing collateral
  • Coordinate with vendors, trade allies, contractors, and internal stakeholders
  • Support projects and workflow management within Salesforce CRM
  • Participate in meetings with internal sales teams, vendors, and leadership
  • Assist with process documentation and internal/external training efforts
  • Support regulatory testimony, filings, and reporting activities as needed
  • Collaborate with cross-functional teams to improve program delivery and execution
Required Qualifications
  • 3–5+ years of experience in Program Management or Product Management
  • Experience with budgeting and forecasting
  • Strong Salesforce CRM experience
  • Excellent stakeholder and relationship management skills
  • Strong Microsoft Office proficiency
  • Strong communication and presentation skills
  • Ability to work effectively within ambiguous and evolving environments
Preferred Qualifications
  • Experience within regulated industries such as utilities, energy, government, or large enterprise organizations
  • Utility industry experience preferred (electric, gas, water, etc.)
  • PMP certification is a plus
  • Exposure to reporting dashboards or analytics tools such as Power BI
  • Experience presenting to internal and external stakeholders
