Your impact

At Jacobs, we're challenging today to reinvent tomorrow by delivering innovative solutions that improve communities and quality of life. As the Program Manager-Deputy Director for our client's Construction Management Department (CMD), you'll play a key leadership role in planning and delivering complex community facility programs across Florida, including healthcare, education, administration, recreation, and operational support facilities that serve growing populations.

In this role, you'll oversee the full project lifecycle, from capital planning and budgeting through design, construction, commissioning, and closeout. Working closely with clients, consultants, contractors, and Jacobs subject matter experts, you'll drive successful program delivery by maintaining alignment on scope, schedule, budget, quality, and governance requirements while supporting strategic decision-making and long-term infrastructure investment.

What you'll do

  • Lead the planning, development, and delivery of capital improvement programs for community facility projects across Florida.
  • Support annual capital investment planning efforts, including project prioritization, budgeting, and cost estimating coordination.
  • Manage architectural and engineering consulting firms through procurement, contract negotiation, design development, permitting, and construction documentation.
  • Partner with client and Jacobs teams to oversee project execution while maintaining compliance with project scope, schedule, budget, and quality objectives.
  • Assist clients with procurement strategies, contractor selection, and construction contract negotiations.
  • Direct construction management activities through commissioning, occupancy, and project closeout.
  • Monitor project budgets and schedules and provide executive-level reporting on project performance, risks, and change management activities.
  • Develop, implement, and maintain program management plans, processes, workflows, and guidance documentation.
  • Coordinate and engage Jacobs' technical specialists and subject matter experts to support project delivery and resolve complex challenges.
  • Support executive leadership on strategic initiatives, resource planning, policy development, stakeholder engagement, and community outreach efforts.

Here's what you'll need

  • Bachelor's degree in Engineering or Construction Management.
  • 25+ years of experience in facilities design, construction, and capital improvement program (CIP) management.
  • Experience leading large-scale vertical building programs, including healthcare, educational, administrative, recreational, or institutional facilities.
  • Experience serving in an Owner's Representative, Program Management, or Contractor leadership role with responsibility for project delivery from planning through commissioning and closeout.
  • Demonstrated experience managing project budgets, schedules, procurement activities, consultant teams, and construction contracts.
  • Experience supporting executive-level decision-making, financial planning, and program governance.
  • Current certification from CMAA, AACE, or PMI required. CMAA certification is strongly preferred.

Ideally, you'll also have

  • Professional Engineer (PE) license.
  • Certified Construction Manager (CCM) certification.
  • Project Management Professional (PMP) certification.
  • Certified General Contractor credential.
  • Experience delivering complex public, institutional, healthcare, educational, recreational, or administrative facility projects.
  • Experience leading multidisciplinary teams and managing multiple concurrent projects within large capital programs.
