Role Overview
We are seeking an experienced
Program Manager to oversee the delivery and coordination of technology products and services supporting U.S. Department of Justice (DOJ) mission programs. The Program Manager will provide program-level leadership across multiple product teams, ensuring effective delivery, stakeholder alignment, performance management, risk management, and continuous improvement.
The ideal candidate will have experience managing complex federal technology programs involving
Agile product delivery, application modernization, cloud technologies, DevSecOps, data, and digital services.
Key Responsibilities- Provide program-level oversight across multiple technology products, applications, and cross-functional delivery teams.
- Establish and manage program priorities, roadmaps, schedules, milestones, dependencies, risks, and delivery objectives.
- Coordinate closely with government stakeholders, product teams, technical teams, and business stakeholders to ensure alignment with mission and operational priorities.
- Lead Agile delivery practices and support iterative, data-driven product development and continuous improvement.
- Monitor program performance using delivery, technical, customer experience, and mission-outcome metrics.
- Prepare and lead recurring program status reviews, including reporting on roadmap progress, releases, risks, issues, dependencies, and team performance.
- Identify and proactively manage program risks, issues, resource constraints, and cross-team dependencies.
- Support application modernization, technology transformation, process improvement, and adoption of emerging technologies.
- Ensure delivery practices incorporate security, compliance, quality assurance, DevSecOps, automation, and operational resilience.
- Coordinate product development, maintenance, enhancements, releases, and transition activities across teams.
- Support stakeholder communication, organizational change management, and adoption of new capabilities.
- Promote collaboration, knowledge sharing, continuous learning, and effective communication across product teams.
- Ensure program documentation, governance, reporting, and performance artifacts remain current and accurate.
- Support transition-in and transition-out activities, including knowledge transfer, documentation, staffing, milestones, risks, and dependencies.
Required Qualifications- Bachelor's degree in Computer Science, Information Technology, Business, Engineering, or a related field.
- 8+ years of experience managing IT programs, technology initiatives, or digital product delivery.
- Experience managing complex software development and/or modernization programs.
- Experience with Agile/Scrum methodologies, product management, and iterative delivery.
- Experience coordinating cross-functional teams including software engineering, cloud, DevOps, data, QA, UX/HCD, and business stakeholders.
- Experience with program planning, risk management, stakeholder management, performance measurement, and executive reporting.
- Experience supporting cloud-based applications and modern DevSecOps practices.
- Strong understanding of software development lifecycles, CI/CD, automated testing, security, and application operations.
- Excellent written, verbal, analytical, and organizational skills.
Preferred Qualifications- Experience supporting U.S. Federal Government technology programs.
- Experience with AWS and/or Microsoft Azure Government environments.
- Experience with Dynamics 365, Power Platform, Java-based applications, or enterprise databases.
- Experience with application modernization and legacy technology transformation.
- Experience implementing human-centered design and customer research practices.
- Experience with data modernization, automation, and AI-enabled solutions.
- PMP, SAFe, Scrum Master, Product Owner, or similar certification.
Compensation:
The expected compensation range for this position is $100,000 - $160,000 annually. Compensation is determined in good faith and may vary based on job-related factors, including relevant experience, skills, education, certifications, clearance level, labor category alignment, contract requirements, work location, internal equity, and business needs.
