SCOPE OF POSITION:

The Program Manager of Evangeline's House is responsible for the program operations within contractual requirements. Ensuring temporary shelter, care, compassion, meals, and supervision are provided for up to six (6) Washington State foster care youth (12-17 years) and emerging adults (18-20 years) in emergency placement situations for a maximum of 60 days while awaiting placement.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Oversee operations under The Salvation Army's mission statement and ministry to children
  • Supervise and coordinate childcare workers and shift supervisors
  • Coordinate special needs of individual children
  • Ensure implementation of program structure
  • Ensure the physical needs of the program are met
  • With the support of the Human Resources, ensure recruitment needs are met for the program, including sorting candidates, scheduling and attending interviews, and recommending candidates for hire
  • Participate in new hire onboarding and ensure ongoing position specific training is provided
  • Conduct twice-monthly lead meetings and monthly staff meetings
  • Complete annual Focal Point Performance Reviews for all staff
  • Ensure schedule aligns with licensing requirements
  • To meet program needs, provide back-up for staff to ensure adequate coverage
  • Ensure all employees' timecards are audited for errors and signed at the beginning of each week
  • Participate in program on-call schedule
  • Ensure medical appointments are scheduled to meet all children's medical needs
  • Arrange transportation for children's appointments as needed
  • Make arrangements to provide for the cultural needs of all children
  • Work with the HEART program to ensure children are enrolled and attending school
  • Intervene with DSHS, counselors, therapists, teachers, and parents when necessary
  • Work directly with DSHS regarding placement and movement of children
  • Report incident reports and suspected abuse/neglect within licensing requirements
  • Refer children for counseling, developmental, psychological, medical, and dental services
  • Oversee contract and WAC compliance is maintained within program
  • Work with DSHS Licensor, contract administrator and Health Dept for audits and compliance related items
  • Maintain supply inventory as necessary
  • Submit repair requests to maintenance
  • Conduct monthly fire drills and report results in writing per licensing requirements
  • Coordinate the use of facility space for maximum utilization and safety
  • Assist in development and recommend revisions of program and practices
  • Review, recommend, and revise program forms utilized by employees
  • Performs other duties as assigned

EDUCATION AND WORK EXPERIENCE:

  • A bachelor's degree from an accredited college or university and one (1) year of similar, full-time experience working with vulnerable youth populations
  • An associate's degree from an accredited college or university and two (2) years of similar, full-time experience working with vulnerable youth populations
  • Three years of similar, full-time experience working with vulnerable youth populations

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Must be at least 21 years of age
  • Pass a Criminal Background Check
  • Pass a Washington State Background Check
  • Possess a valid Driver's License with clear driving record; ability to clear a Motor Vehicle Records check
  • Successfully complete TSA Driver Training upon hire and annually thereafter
  • Produce current negative TB test results; bi-annual negative TB test results required
  • Have or obtain prior to working with youth, Child and Infant CPR, Adult CPR, and First Aid
  • Have or obtain prior to working with youth, training on Bloodborne Pathogens
  • Have or obtain prior to working with youth, WA Food Handler's Card
  • Must obtain annual Mandated Reporter training
  • Have or take de-escalation and restraint training (Right Response)
  • Due to the nature of the position, must possess a high level of integrity and confidentiality
  • Supervise staff members in an appropriate and ethical manner
  • Conflict resolution skills
  • Model appropriate social and interpersonal behaviors for youth and staff
  • Ability to manage employees and youth successfully with the department structure
  • Proficient in typing, organizing, and filing
  • Excellent written, verbal, and interpersonal skills
  • Effectively work with a diverse population in a team environment
  • Capable of auditory and visual supervision; verbally and physically interact with children in care
  • Possess skills/abilities to successfully work with the challenging behaviors of youth in care
  • Effective communication and problem solving skills
  • High personal standards of cleanliness and thoroughness
  • Be available to be on call to cover other shifts; to include weekends, nights, and holidays to meet program needs

SOFTWARE-RELATED SKILLS:

  • Working knowledge of Microsoft Office Suite and other program applicable software
  • Working knowledge of integrated database applications and ability to use new software programs with basic training

PHYSICAL REQUIREMENTS:

  • Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis
  • Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead
  • Ability to operate multi-line telephone
  • Ability to operate a desktop or laptop computer
  • Ability to lift up to 30 lbs.
  • Ability to access and produce information from a computer
  • Ability to understand written information
  • Ability to sweep, clean, do laundry, and perform other janitorial tasks to meet program needs
