Title: Program Manager - Executive Communications (Key Personnel)
Client: U.S. Marshals Service, Office of the Director
Location: Hybrid, occasional on-site at USMS HQ, 1215 S. Clark St., Arlington, VA on short notice.

Position Summary:
Serve as the sole key personnel and primary executive support consultant to USMS senior leadership. Produce publication-ready written and visual products for the head of component and senior executive staff - speeches, talking points, executive correspondence, annual reports, strategic plans, and award nominations - consistent with DOJ tone, policy, and strategic messaging. This is a non-personnel services role; you work under CGC supervision and take technical direction through the CGC PM, not from government staff.
Core Responsibilities:
Executive Communications:
- Draft, edit, and finalize speeches, talking points, remarks, and executive correspondence for the Director and senior executives
- Structure written materials to present key issues, background, and implications in a way that supports leadership decision-making
- Tailor messaging for internal, external, and public audiences
Annual reports and official Publications:
- Synthesize data calls, program inputs, and policy guidance into narrative content on organizational performance, accomplishments, and trends
- Develop layouts, formats, charts, and graphic work for official publications
- Produce training tools in print, electronic, and video media
Strategic Planning:
- Draft and edit strategic plans, implementation plans, and supporting documents
- Translate executive direction into structured, actionable written content
- Ensure alignment with DOJ strategic goals and performance frameworks
Awards, conferences, and Engagements:
- Draft award nominations, citations, and supporting narratives against established criteria
- Develop agendas, read-ahead materials, and executive briefings
- Support site selection research, attendee registration, on-site conference management, and speaker/guest support
- Prepare Section 508/ADA-compliant audiovisual and multimedia materials
Project Management:
- Assess current status and future requirements; develop and hold to milestones and timelines
- Support the contractor's Quality Control Program and continuity of service
Required Qualifications:
- Bachelor of Arts in a related field, or equivalent experience
- Ten (10) years of specialized experience directly related to the duties above
- Demonstrated experience working with and collaborating across other agencies
- Demonstrated experience developing strategic plans and project plans
- Experience working with senior executive leadership, including ECQs and executive workplans
- Working knowledge of Federal Government regulations
- Advanced Microsoft Office (Word, PowerPoint, Excel; Publisher/design tools a plus)
- U.S. citizen; able to pass a NACI background investigation and HSPD-12 identity proofing
Preferred:
- Prior speechwriting or executive communications support to a federal agency head, SES, or equivalent
- DOJ or law enforcement / judicial component experience (USMS, FBI, ATF, DEA, EOUSA, USAO)
- Experience producing agency annual reports or congressional-facing publications
- Graphic design, layout, or multimedia production capability alongside writing
- Conference and executive event management experience
