Job Description: Program Manager – Health & Welfare
Location: Bethesda, Maryland
Employment Type: Full-Time, Onsite
Contract Duration: Base Period: June 1, 2026 – May 31, 2028
  • Option Period 1: June 1, 2027 – May 31, 2029
  • Option Period 2: June 1, 2028 – May 31, 2030
Contract continuation is contingent upon Government exercise of option periods and satisfactory contractor performance.
Position Overview
The Program Manager – Health & Welfare is responsible for overseeing employee-related compliance, workforce administration, staffing support operations, and Health & Welfare (H&W) benefit administration for personnel supporting the NIH Clinical Center Medical Support Assistant Services contract.
This role ensures compliance with federal labor regulations, Service Contract Act (SCA) requirements, fringe benefit administration, workforce attendance management, onboarding coordination, and employee support services to maintain operational continuity and workforce reliability in a 24/7 healthcare environment.
The Program Manager – Health & Welfare works closely with Program Managers, Human Resources, Payroll, Recruiting, and Government stakeholders to support a high-performing and compliant workforce.
Key Responsibilities
Health & Welfare Administration
  • Administer Health & Welfare (H&W) fringe benefits in accordance with Service Contract Act (SCA) requirements
  • Monitor employee benefit eligibility and utilization
  • Coordinate healthcare, welfare, and fringe benefit communications
  • Maintain records related to SCA benefit compliance
  • Support employee benefits enrollment and issue resolution
Workforce Compliance & Administration
  • Ensure compliance with:
    • Service Contract Act (SCA)
    • federal labor regulations
    • wage determinations
    • company policies
    • NIH contract requirements
  • Maintain workforce compliance documentation
  • Support internal and external audits
  • Monitor labor law and contract compliance requirements
Employee Onboarding & Credentialing
  • Coordinate onboarding activities for new hires
  • Track employee documentation and credentialing requirements
  • Monitor:
    • background investigations
    • badging requirements
    • mandatory training
    • vaccination/compliance records
  • Ensure employees meet all NIH onboarding and security requirements prior to assignment
Attendance & Workforce Management
  • Coordinate PTO, sick leave, and attendance tracking
  • Support workforce scheduling and staffing continuity
  • Monitor attendance trends and workforce reliability metrics
  • Coordinate staffing replacement support for absences or vacancies
  • Assist with retention and employee engagement initiatives
Payroll & Timesheet Coordination
  • Coordinate employee timesheet processing and payroll support
  • Validate labor hour reporting and attendance records
  • Support payroll discrepancy resolution
  • Ensure accurate reporting of labor categories and billing alignment
Employee Relations Support
  • Serve as a point of contact for workforce administrative issues
  • Support employee communications and policy guidance
  • Assist with conflict resolution and employee concerns
  • Coordinate corrective action documentation as needed
  • Promote a positive and professional work environment
Reporting & Operational Support
  • Prepare workforce and compliance reports
  • Track staffing metrics and workforce trends
  • Support contract reporting requirements
  • Coordinate with Program Managers regarding staffing operations and workforce issues
  • Assist leadership with operational workforce planning
Required Qualifications
  • Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or related field preferred
  • Minimum 5 years of experience supporting workforce administration, HR operations, or federal staffing programs
  • Experience supporting Service Contract Act (SCA) contracts preferred
  • Knowledge of:
    • federal labor compliance
    • fringe benefit administration
    • workforce operations
    • payroll coordination
    • employee onboarding
  • Strong organizational and communication skills
  • Experience supporting healthcare or federal government environments preferred
  • Ability to manage multiple priorities in a fast-paced operational setting
Preferred Qualifications
  • Experience supporting NIH, HHS, VA, or federal healthcare contracts
  • Knowledge of healthcare workforce operations
  • Experience with staffing continuity planning and retention programs
  • Familiarity with HRIS, payroll, and workforce management systems
  • PMP, SHRM, PHR, or related certification preferred
Work Environment
  • Onsite position located at NIH Clinical Center, Bethesda, MD
  • Fast-paced healthcare support environment operating 24/7/365
  • Frequent coordination with operational leadership, HR, and Government stakeholders
  • May require occasional extended hours to support staffing operations
