Location: Hybrid – Hillsboro, OR (onsite onboarding first week, then partial telecommute)
Client: Oregon Department of Human Services (ODHS) / Oregon Health Authority (OHA), Office of Information Services (OIS)
Job Description
The Program Manager will support the Oregon State Public Health Laboratory (OSPHL) with the implementation of a new Laboratory Information Management System (LIMS). This role focuses on project management, organizational change management, communications, team coordination, vendor liaison, and resource planning.
Key responsibilities:
Manage multiple complex project schedules, timelines, milestones, and critical paths.
Monitor/control projects to assure timely completion.
Escalate risks/issues impacting delivery.
Coordinate with OSPHL team for UAT and organizational change management.
Maintain decision logs and vendor feedback.
Support funding applications and liaise with OIS SE3 team.
Deliver biweekly project status reports and resource capacity reports.
Assist with EIS project deliverables for LIMS replacement and related subprojects.
Required Skills
Project Management Professional (PMP) certification.
Strong Office 365 proficiency.
Prior State Government experience.
Exceptional communication skills.
Ability to work effectively in a hybrid/remote environment.
Preferred Skills
Organizational Change Management in Laboratory or Clinical Care settings.
Project Management experience in Laboratory or Clinical Care settings.
Familiarity with PMI PMBOK methodologies.
