Program Manager - Housing Services - Boise 23rd

GENERAL RESPONSIBILITIES

Assists in providing overall strategic and operational direction for Terry Reilly Intensive Case Management (ICM) teams operating in Single Site Permanent Supportive Housing (PSH) programs. Responsible for administration and coordination of Terry Reilly operational oversight and direction for designated programs. Provides leadership to the PSH team.

ESSENTIAL DUTIES

1. Conducts program monitoring and provides guidance to assure alignment with all funding obligations and other organization expectations.
2. Represents Terry Reilly PSH programs and interests at relevant community partner meetings to report progress, provide feedback, and maintain relationships
3. Assists in the development and oversight of program budgets, grant applications and completion of all required reports to funders, as assigned.
4. In collaboration with the BH Director, assists with development, implementation and monitoring of relevant policies and procedures at Terry Reilly PSH single sites. Monitors compliance and effectiveness of existing policies and procedures and implements corrective actions as needed.
5. Engages with external community stakeholders and resources to develop and enhance best practices for the program.
6. In collaboration with the BH Director, facilitates the development and implementation of appropriate program evaluations of client and system outcomes (qualitative and quantitative) to improve program quality.
7. Pulls data and reports from the Homeless Management Information System (HMIS) and the EHR, as necessary for evaluating and summarizing services and utilization.
8. Provides direct supervision and evaluation of PSH supervisory staff.
9. Works with other corporate leadership to ensure compliance with rules and accreditation standards for program oversight.
10. Participates in budget preparation, monitoring and/or revisions.
11. In collaboration with onsite supervisors, assists in behavioral health clinical staff recruitment and retention planning and implementation. Seeks out ways to maximize staff productivity and longevity. Addresses situations that might contribute to staff burnout where possible.
12. Assesses staff training and development needs to ensure staff knowledge and skills stay up to date with evidence based practices and ensure compliance with Terry Reilly policies and stakeholder expectations. Works with on-site supervisor to organize necessary training.
13. Assures that all PSH facilities and procedures follow Terry Reilly safety plans, policies, and procedures.

MARGINAL DUTIES

1. Participate in community public speaking activities and presentations related to Terry Reilly PSH programs, as appropriate.
2. Participate in staff, clinic, corporate meetings and team meetings as directed by supervisor.
3. Leads efforts to maximize appropriate opportunities for reimbursement of behavioral health services.
4. Other duties as assigned.

PERFORMANCE CRITERIA

1. Terry Reilly behavioral health programs are in full compliance with requirements and expectations of funding sources and other regulatory entities, as well as Terry Reilly policies and procedures.
2. Applications and reports are accurate and are completed and submitted by established deadlines. Always meets Terry Reilly and outside organizations deadline dates.
3. Behavioral health related contracts and linkage agreements are reviewed and updated in a timely fashion.
4. The Terry Reilly behavioral health vision is effectively defined and communicated to staff, the Board of Directors and others, as appropriate.
5. Professionalism is portrayed at all times to Terry Reilly clients, other Terry Reilly departmental personnel and the community during daily interactions and appearances.
6. Sufficient revenue flow is maintained (i.e. grants and patient receipts) to meet all program expenses.
7. Behavioral Health policies and procedures are effectively developed and communicated to Terry Policies and procedures are periodically reviewed for effectiveness and compliance by Terry Reilly behavioral health staff.
8. Behavioral Health systems are periodically reviewed for effectiveness and efficiency ensuring delivery of quality services. Improvements are identified and implemented.
9. Behavioral health staff evaluations are accurate and submitted in a timely manner.
10. Is punctual to all meetings and appointments.
11. Actively participates in Terry Reilly Leadership Teams.
12. Public relations and patient/client education materials are available, informative, and correctly branded.
13. Confidentiality is maintained and HIPAA policies are complied with at all times.

MINIMUM QUALIFICATIONS

1. Successful clearance of Department of Health and Welfare Criminal Background Check.
2. Bachelor's degree required.
3. Two (2) years of program management experience
4. Two (2) years of demonstrated supervision or leadership experience.
5. Knowledge of homeless issues and demonstrate sensitivity to and desire to work with underserved populations.
6. Knowledge and experience in the fields of substance abuse treatment, mental health and homelessness.
7. Able to communicate effectively with diverse audiences.
8. Sound critical thinking and decision-making skills
9. Skill in negotiating and mediating, particularly in sensitive situations.
10. Consistently superb customer service skills; excellent interpersonal/assertive communication skills, and demonstrate a high degree of emotional intelligence.
11. Knowledge and adherence to the philosophy of trauma-informed care, recovery, and client centered services.
12. Excellent written and verbal communication skills, including proven experience with technical writing and public speaking.
13. Demonstrated organizational, management, and human relations skills with a style that reflects maturity, leadership, sensitivity, flexibility, and teamwork.

PREFERRED QUALIFICATIONS

1. Master's degree in human services field, public health or health care administration.
2. Five (5) or more years of demonstrated supervision or leadership experience.
3. Experience with Assertive Community Treatment teams.
4. Experience in community mental health settings.
5. Electronic Health Record (EHR) experience.
