General Description

JOIN OUR TEAM AS A PROGRAM MANAGER II - FLOODPLAIN MANAGER

Highly responsible work involving the review of floodplain requirements within the Building Construction Services Department. Under the supervision of the Floodplain Administrator, the position involves performing a range of tasks, including gathering, analyzing, and interpreting requirements of the National Flood Insurance Program (NFIP).

Essential Job Functions

The floodplain manager will support representatives from FEMA and the State Floodplain Manager during Community Assistance Visits (CAV), CRS Program reviews, and other floodplain management activities. The position includes reviewing and recommending updates to the Land Development Code and Code of Ordinances, as well as providing education and advice on NFIP and CRS matters to the Building Construction Services staff members. Explains floodplain development requirements to community leaders, citizens, and the public. Manages a team of professionals whose purpose in the organization is to review permit applications and supporting materials to ensure proposed construction work meets county/state/federal floodplain criteria and do not pose increased flood hazard risks to the public. Oversees staff that provide routine field reviews, responds to specific complaints, and documents observations and investigations related to compliance with the county's floodplain management ordinance. Additionally, the incumbent collaborates closely with the County Attorneys Office on issues related to demolitions, building violations, and substantial improvement and substantial damage cases. This involvement may include providing expert testimony at appeal hearings, preparing official statements, and offering supporting documentation. The incumbent also directs program-specific activities and assignments, coordinates with various county departments, and engages with the public and other organizations. A significant level of independent judgment is exercised in a variety of work situations.. Ability to lift and/or move up to 25 pounds and push or pull heavy objects. Performs other related duties as assigned.

Knowledge, Skills and Abilities

  • Knowledge of FEMA regulations, Technical Bulletins and ASCE 24.
  • Knowledge of the National Flood Insurance Program and the Community Rating System.
  • Ability to read and interpret ordinances, regulations, grants, and legislation as it pertains to applications and systems.
  • Ability to review and approve elevation certificates and disseminate corrective instruction to applicants.
  • Knowledge of applicable Florida Statutes and local resolutions and ordinances relating to floodplain permit requirements.
  • Ability to communicate effectively, orally and in writing with a variety of audiences.
  • Ability to enforce and interpret the Floodplain Management Program with firmness, tact and impartiality.
  • Ability to utilize various computer software programs such as Word, Excel, GIS (Arc View, etc.), and particularly those related to the NFIP permit requirements.
  • Ability to plan, supervise and evaluate the work and activities of professional and support personnel.
  • Establish and maintain effective working relationships with county, state and federal officials, contractors, staff, volunteers and the general public.
  • Ability to work independently on complex tasks and deal with non-routine matters.
  • Ability to communicate effectively.
  • Ability to present in public meetings.

Minimum Requirements

PHYSICAL SKILLS/WORKING CONDITIONS: Ability to lift and/or move up to 25 pounds and push or pull heavy objects. May use a handling device (dolly, cart, etc.) or work with another team member to lift and/or move excessively heavy objects. Ability to communicate effectively using verbal, written and visual communication. Ability to work outdoors. Ability to lift and carry, as required in loading, unloading, and setting up exhibit displays. Some evening and weekend hours necessary.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from a regionally accredited college or university with a Masters Degree in Business Administration, Project Management, Public Administration or a related field. Three (3) years of professional experience managing projects. OR a Bachelors Degree and five (5) years of experience as stated above. Proficiency in using personal computers, word-processing, spreadsheets, and presentation software. Proficiency in Word, PowerPoint, Excel, Zoom use required.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess and be able to maintain a valid Florida drivers license.

SPECIAL REQUIREMENT: Must be able to work a flexible schedule, when needed. Occasional night/weekend/overnight travel is required when needed.
