Job Responsibilities

Under limited supervision, provides professional market, competition, priced trend analyses in support of the Director of Construction office mission. Manage data needed for the data analyses and perform comprehensive data analyses. Produce routine reports.

Competition Analyses. Systematically assesses historical bid data to determine competitive markets for various types of highway projects, and to perform in-depth analysis of the competitive behavior of contractors within these markets on a biannual basis. Reports developed confidential information to the supervisor.

Bid Documents Review. Performs reviews of plans, proposals, and estimates of project before the highway letting for constructability issues and completeness. Reports results from the review to the supervisor.

Bid Review Analyses. Assists with the analysis of bid data received during highway lettings. Maintains confidential nature of information related to Engineers estimate; assist with reports related the award of project in the highway letting.

Policy. Develops and maintains policies for the Director Office as it relates to market, completion, and price trends. Proposes, develops, and maintains policies for the Director of Construction Office as it relates to market, competition, and price trend analyses.

Data Analyses. Development of ad-hoc queries of data from existing systems to support construction division in providing necessary reports and information requested by management.

Performs other related duties as assigned.

Minimum and Additional Requirements

A bachelors degree and five (5) years of relevant program management experience; or an approved acceptable equivalence. A valid motor vewhicle operators license is required.

The physical demands for the essential functions includes sitting or standing at a desk for an extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside normal business hours.
