  • Provide direct administrative support to all aspects of the prevention and education projects to support pre-crash care portfolio to include task management, financial oversight, and management of subaward projects. Assist in financial management of funds to ensure appropriate spending, budgeting, and forecasting.
  • Ability to guide projects that operate at the intersection of public health, traffic safety law, state regulation, and inter-agency diplomacy.
  • Serve as the main point of contact and liaison between internal and external stakeholders (e.g., Principal Investigators, Program Sponsors, organizational leadership, subaward teams, project management teams). Establish and maintain effective working relationships on matters of mutual interest. Track and report progress and outcomes.
  • Manage key program elements, including but not limited to goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results. Identify project interdependencies and align resources and efforts where appropriate.
  • Assist with initiation, coordination, and management of subaward agreements between HJF and partner award recipients for selected projects, to include appropriate budgeting, progress reporting, financial oversight, invoicing, and subaward close-out.
  • Supervise, advise, and guide Project Managers and technical staff throughout the program lifecycle, focusing on the strategic direction of the projects. Take corrective action as needed.
  • Support and participate in planning, creation, and submission of proposals and agreements as requested.
  • Travel to attend industry conferences, workshops, and other professional events.
  • May perform other duties and responsibilities as assigned or directed by the supervisor.

Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

HJF is seeking a Program Manager III to oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program's stated objectives. Typically oversees moderate to highly complex scope of work.

This position will be in support of the National Institute for Defense Health Cooperation (NIDHC), a center of the Uniformed Services University of the Health Sciences (USU) in Bethesda, MD. The Program Manager III will support a portfolio of pre-crash care initiatives that focus on prevention and education activities. The incumbent will work closely with our stakeholders at the Department of Transportation's National Highway Traffic Safety Administration and multiple partners of the Military-Civilian Health Ecosystem. This position focuses on providing administrative project oversight in order to maximize the effective use of project resources. Specific tasks include coordination of subaward activities and progress monitoring, submission of yearly progress reviews, financial performance analysis, and coordination of collaborations between partners and stakeholders.
