Position Title: Program Manager III

Position Overview
The Program Manager III leads INTECON's on site Advisory and Assistance Services (A&AS) team supporting the DARPA Adaptive Capabilities Office (ACO) Front Office, serving as the senior point of accountability to the Government and ACO leadership across financial, administrative, acquisition, and technical support work areas.
Roles and Responsibilities
• Serve as the on site lead for all contractor personnel supporting the ACO Office Director, Deputy Director, four Deputy Program Directors, Assistant Director for Program Management, Program Analyst, and up to 14 ACO Program Managers
• Direct and integrate the daily work of financial analysts, operations analysts, acquisition specialists, administrative staff, and travel coordinators to ensure all support areas are executed on schedule and at the required quality standards, with 95% to 99% accuracy targets across deliverables
• Maintain a current working knowledge of each ACO Program Manager's portfolio, including approved programs, budgets, Congressional efforts, new initiatives, seedlings, SBIR/STTR investments, and external performers, to respond accurately to internal and external inquiries
• Manage workforce stability against an 80% twelve month retention target, including vacancy notification within one business day, candidate proposal within seven business days, and onboarding within five business days of Government approval
• Lead surge staffing response when the Government requires additional personnel on short notice, sourcing and onboarding cleared candidates within seven business days of agreement on labor hours, labor categories, and duration
• Operate INTECON's quality control framework on the contract, including monthly performance reviews against each performance standard, root cause analysis on any deviation, and corrective action tracking with the Government
• Deliver at least one actionable acquisition process improvement recommendation each quarter and coordinate with ACO, the Contracts Management Office, and the Office of General Counsel to keep solicitation and routing actions on schedule
• Prepare the team and supporting materials to achieve readiness three business days before each DIRO Program Review, including a finalized master schedule and an approved consolidated master briefing deck
• Maintain organized classified and unclassified file structures, file management procedures, and standard operating procedures, updating them at least annually and upon personnel turnover
• Brief Government leadership and INTECON corporate management on contract health, customer satisfaction, risk, and resource needs, and lead INTECON's participation in the post award kick off meeting within two weeks of award
Required Qualifications
• Minimum of six (6) years of progressively responsible program management or contract management experience supporting federal Government clients
• Minimum of three (3) years of supervisory experience planning, developing, and executing research and development efforts for defense organizations
• Working knowledge of the DoD Financial Management Regulation, the Federal Acquisition Regulation (FAR), the Joint Travel Regulation, and the Defense Travel System
• Demonstrated experience supporting research and development acquisition activities, including Broad Agency Announcements, Scientific Review Memoranda, Program Solicitations, and Requests for Information
• Demonstrated ability to brief senior Government leadership and to manage classified and unclassified information across multiple networks
• Strong written and verbal communication skills and proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint, SharePoint, Teams)
• U.S. citizenship
Required Education
Bachelor's degree from an accredited institution.

• Project Management Professional (PMP)
• Defense Acquisition University (DAU) Program Management certification
• Certified Government Financial Manager (CGFM)
• Certified Defense Financial Manager (CDFM)
Required Clearance Level
Active Top Secret (TS) clearance with SCI eligibility.
