PROGRAM MANAGERLocated in Salem, ORJob SummaryCoordinates activities of personnel at assigned base and collaborates with the Aviation, Maintenance and Membership Departments. Essential functions include administrating the financial, marketing, growth, and business aspects for the assigned base.ResponsibilitiesCoordinates daily base activities of Flight Nurse and Flight Paramedics by visiting the base at least three times a week.Collaborates with Base Pilot Supervisor for pilot activities.Assures proper coverage for all medical shifts.Secures replacement staff for all work absences.Reviews electronic payroll of medical crew for accuracy and submits for approval before the deadline.Receives and resolves medically related flight problems or issues from medical crews, aviation staff, communications center staff, customers and patients; provides feedback or refers issues to appropriate persons.Recommends and implements changes to improve efficiency and effectiveness of medical staff and base performance.Ensures proper use, maintenance, and repair of medical equipment and supplies; participates in evaluation of new equipment/supplies; oversees inventory and supplies.Oversees base spending, remains within budget, and submits required reports as defined by policy.Maintains organization of facilities.Conducts monthly staff meetings with Safety Officer; prepares agenda, minutes, and ensures delivery to crew members and safety department.Ensures crew members follow policy for work‑related injuries and exposures; submits detailed reports to SPD and RDBO; collaborates with Educator and Medical Director to resolve deficiencies.Reviews monthly CQI reports and refers deficiencies to appropriate Educator, Medical Director, or Director of Clinical Care Services.Delegates assignments and holds employees accountable for work completion.Develops individuals' medical crew members' talents by promoting professional growth, education, involvement, and decision making.Ensures medical crew licensure, certifications, and clinical requirements; ensures credentials submitted to corporate office; collaborates with BCL to ensure required OSHA training and TB testing.Ensures narcotic counts completed per policy; reports discrepancies immediately.Interviews and hires candidates for Flight Nurse and Flight Paramedic positions at the assigned base.Assists new employees with orientation; assigns preceptor and works with BCL for transition into position.Prepares annual employee evaluations for assigned medical staff.Carries out disciplinary action with input from SPD, RDBO, and Human Resources.Provides resource for dissemination of new information and problem resolution for the medical staff.Participates in interview process for pilots and mechanics; collaborates with Base Pilot Supervisor and Base Mechanic to ensure aircraft reliability; schedules maintenance to minimize out‑of‑service time.Collaborates on inventory and maintenance of flight helmets assigned to the base.Identifies and establishes strong business relationships with customers within the assigned area.Coordinates customer relations/marketing activities for base staff.Ensures relationship building through personal visits from Program Manager.Orders marketing supplies per company policy within approved budget.Provides approval for all PR activities involving use of the base aircraft.Attends local and regional EMS/Hospital/advisory group meetings.Other essential functions as assigned.QualificationsEducation/ExperienceHigh school diploma or equivalent.College degree preferred.Two years of leadership experience preferred.Must have a valid Driver's License.SkillsExceptional communication and interpersonal skills to effectively deal with staff and present information to management, public groups, and hospital/EMS/911 agencies.Efficient project/task completion and exceptional organizational skills.Ability to define problems, collect data, establish facts, and draw valid conclusions.Ability to elicit staff involvement and apply a positive approach to problem solving.Ability to read, analyze and interpret health and flight‑related journals, operational reports, and job‑specific legal documents.Computer literacy required.Working Conditions & Physical RequirementsWorking ConditionsRequired to work frequently near moving mechanical parts.Required to work in outside weather conditions.Frequently exposed to blood‑borne pathogens or airborne particles.Frequently exposed to vibrations/turbulence.Exposed to loud noise levels requiring headphones while in‑flight and at a moderate level in a hospital environment.Frequently required to travel within region of assignment.Physical DemandsReach with hands and arms;
