Description

OverviewProvides program management support for the PMOSS contract, including management and oversight of all contractor personnel. Formulates and reviews contract requirements, strategic plans, and deliverables. Serves as the primary contractor interface with the KO, COR, and Government site leads.Essential dutiesLead and oversee all contractor activities across assigned sites and Task OrdersEnsure staffing, qualifications, and backfill meet Appendix B and Service Delivery Summary (21-day fill; no unqualified personnel)Manage transition-in (60 days): PM on Day 15; 100% qualified staff by Day 45Review contract requirements, deliverables, CDRLs, and performance against SLAs/QA metricsProvide leadership, direction, and escalation support to customer and contractor teamAuthorize situational telework with Government site lead concurrenceMaintain effective communication with COR/KO; support IPRs and status reportingEducationRequired: Master's degree Substitution: Relevant experience performing SOW §3.1 functions for a Government agency in lieu of formal education (Appendix B)Years of experience (recommended)12–15+ years program/project management in DoD IT or SOF-related environments 5+ years supervising multi-LCAT teams on classified contracts Prior USSOCOM, Component, or TSOC support strongly preferredSkills & knowledgeDoD/USSOCOM program administration, acquisition documentation (SOW/SOO/PWS, CDRLs, DD254)Contract performance monitoring, SLA/QA scorecards, COR coordinationStaffing, retention, and transition management for TS/SCI workforcesStrong written/oral communication with senior Government stakeholdersMS Office / SharePoint / Government portal toolsCertificationsNone required by Appendix B Preferred: PMP, PgMP, or equivalent; ITIL FoundationSecurity & other requirementsActive TOP SECRET; TS/SCI strongly preferred / expected for Key PM Eligible for COMSEC courier designation and SCI/SAP access as directed On-site at primary performance location; travel as approved by COR/KOThis position is contingent upon contract award.
