Program Manager – Nuclear Project Risk Management (Engineering / Project Controls)

ROLE OVERVIEW
System One is seeking a Program Manager – Nuclear Project Risk Management to lead project (cost/schedule) risk management across complex engineering programs in a nuclear / highly regulated environment.
This is NOT an IT risk, cybersecurity, SOX, audit, compliance, or GRC role. This position focuses on project delivery risk (scope, technical, schedule, cost, supply chain, execution) and quantitative analysis to support forecasting and decision-making.
WHAT YOU’LL DO (Project Risk — not IT Risk)
- Lead and continuously improve the project risk management framework (processes, templates, governance, escalation criteria).
- Facilitate risk identification workshops and ongoing reviews with engineering and project teams.
- Perform and/or guide quantitative cost & schedule risk analysis (scenario modeling, what-if analysis, sensitivity analysis; Monte Carlo where applicable).
- Build and maintain standard risk checklists and proposal-phase risk assessments to support commercial/proposal activities.
- Ensure risk data quality, reporting standards, and adoption across teams; create clear executive-ready risk insights.
- Train users and mentor project risk managers on tools, methods, and best practices.
REQUIRED QUALIFICATIONS (Applicants should meet these)
- Bachelor’s degree in Engineering (strongly preferred) or related technical discipline.
- 8+ years of experience in project risk management within engineering, project controls, or capital project delivery environments.
- Demonstrated experience assessing cost and schedule risk and translating analysis into actionable mitigation plans.
- Experience with project controls / planning tools such as Primavera P6, and risk tools such as Primavera Risk Analysis and/or Palisade @Risk (or similar quantitative risk tools).
- Strong technical writing and stakeholder communication skills (ability to brief leadership and drive alignment).
NUCLEAR / REGULATED ENVIRONMENT EXPERIENCE (PRIORITIZED / STRONGLY PREFERRED — consider making REQUIRED if you can)
- Experience supporting projects under nuclear or comparable regulated QA environments, including familiarity with:
- NQA?1
- 10 CFR 50 Appendix B
- 10 CFR Part 810 eligibility
- Experience in nuclear new build, SMR, DOE/NRC-regulated programs, or similarly regulated major engineering programs.
