Position Summary:

The Program Manager is responsible for leading a portfolio of related technology and business projects that support the clients mission. This role ensures that modern technology solutions are planned, delivered, and integrated in ways that strengthen public safety, enhance trooper safety, and improve the experience of internal customers across the agency.

The Program Manager oversees program-level planning, risk and issue management, resource coordination and capacity planning, budgeting, vendor and contract oversight, and executive-level communication. The position ensures that all projects within the program work together effectively to achieve clients strategic goals.

The ideal candidate has experience managing large, complex technology programs consisting multiple concurrent projects; working in or alongside law enforcement or public-safety environments; leading technology procurement and vendor relationships; guiding organizational change; and implementing cloud-based or SaaS solutions.

Key Responsibilities:

• Serve as the primary point of contact for executives, stakeholders, and project teams, ensuring clear communication and consistent program governance.
• Lead the planning, coordination, and oversight of multiple related projects, managing all phases of the program life cycle.
• Guide and support cross-functional teams, ensuring project dependencies, timelines, risks, and deliverables are effectively managed.
• Develop and maintain program plans, resource capacity plans, integrated roadmaps, performance metrics, and leadership reporting.
• Ensure compliance with VITA standards, including the creation and maintenance of project charters, project plans, RACI charts, and RAID logs.
• Monitor program progress to ensure all projects deliver expected outcomes, value, and alignment with agency strategic goals.
• Manage the program budget and ensure accurate reporting within both client and VITA requirements.
• Oversee project documentation to ensure accuracy, completeness, accessibility, and compliance with PMO guidelines.
• Support vendor oversight by monitoring performance, ensuring contract compliance, and partnering with Procurement as needed.
• Ensure program alignment with enterprise architecture, information security, ISO standards, and data management policies through ongoing collaboration with those teams.
• Prepare and deliver program updates to agency leadership, steering committees, and oversight bodies.
• Promote PMO best practices and contribute to the continuous improvement of project management processes and maturity across the company.
• Serve as a subject matter expert for the program, maintaining a strong understanding of operational needs and technical requirements.
• Assist with procurement activities, including RFIs/RFPs, vendor evaluations, and contract negotiations.

Success Measures:

• Program Delivery: Projects within the program are delivered on schedule, within scope, and within approved budget, with minimal escalations.
• Strategic Alignment: Program outcomes clearly support the companys mission, strategic priorities, and technology modernization goals.
• Stakeholder Satisfaction: Executives, business partners, and project teams report strong communication, transparency, and responsiveness throughout the program lifecycle.
• Governance Compliance: All required VITA and PMO documentation is complete, accurate, and submitted on time, with no major compliance gaps.
• Risk & Issue Management: Program risks and issues are proactively identified, tracked, and resolved, resulting in reduced impact on timelines and deliverables.
• Vendor & Contract Performance: Vendors meet contractual obligations, deliver quality work, and maintain positive working relationships with the company and Procurement.
• Financial Stewardship: Program budget is accurately managed, monitored, and reported, with variances explained and corrective actions implemented when needed.
• Documentation Quality: Program documentation is consistently complete, accessible, and aligned with PMO standards, supporting audit readiness and knowledge transfer.
• Change Adoption: New systems, processes, or technologies implemented through the program show strong user adoption and measurable operational improvements.
• Continuous Improvement: Program management practices evolve through lessons learned, feedback, and contributions to PMO maturity across the company.
• Executive Reporting: Leadership receives timely, accurate, and actionable program updates that support informed

Skills, Knowledge, Abilities:

Candidates are required to have experience performing the work summarized in the Job Description; advanced computer skills that align with the Job Description

• Project Management Professional (PMP) certification with ID # required
• Minimum 10 years in project management; Minimum 5 years in program management
• Demonstrated experience managing a project with a budget of at least $10M
• Commonwealth of Virginia Qualification Standards for IT Project Managers, been the Project Manager of record on a Category 3 (medium risk/complexity) Commonwealth project or a project with higher risk or complexity (i.e. Category 1 or 2) preferred; willingness to obtain certification at time of employment required
• Proficiency with Microsoft products (MS Project, Word, Excel, PowerPoint, Visio, Outlook)
• Proficiency in Smartsheet (preferred)
• Experience in public sector or law enforcement IT projects (preferred)
