    The Program Manager Safety/Restraint, and Behavior Intervention will oversee the district''s crisis management/de-escalation training procedures and system to ensure all Special Education instructional teachers and paraprofessionals, as well as other appropriate district personnel, maintain appropriate restraint certifications that adhere to timeline expectations. The Program Manager will oversee and monitor the Special Education Video Surveillance program and data management as it relates to processing requests and inquiries, as well as assist the Special Education Department with identified projects and activities.

    Position Description

    Essential Duties and Responsibilities

    Service Delivery

    • Develop, implement, and monitor district procedures to ensure all appropriate district personnel are trained and maintain current training in the district's crisis management/de-escalation training program, to include all new hire special education instructional teachers and paraprofessionals
    • Maintain an accurate database that reflects historical data of crisis management/de-escalation trainings and district staff training compliance
    • Communicate with campus administrators regarding specific campus needs as it relates to the crisis management/de-escalation training program
    • Act as a district liaison to problem solve scenarios as they relate to student safety and crisis management training, including working with individuals or small groups through scenarios
    • Ensure district staff maintain TBSI requirements as they relate to restraints and timeout procedures
    • Develop and maintain a database to include requests for cameras, video footage analysis, locations, and timelines of installation of cameras
    • Communicate with various stakeholders regarding cameras in classrooms, including installation, timelines and communication to campus administrators and parents
    • Review footage of classrooms when an appropriate request for video review is made
    • Communicate with various stakeholders findings of video review, including recommendations and action steps
    • Serve as liaison to the FBISD Transportation department regarding transportation concerns

    • Provide instruction and other professional activities which are consistent with the requirements of state and federal laws
    • Adhere to all federal, state and local laws, regulations and policies

    Program Support

    • Communicate effectively with internal and external stakeholders to advance the mission and vision of the Special Education Department
    • Participate in and attend professional learning communities that prioritize student and adult learning
    • Participate in appropriate professional development activities as required or assigned
    • Promote a positive, inclusive culture and climate through collaboration

    To perform this job successfully, an individual must be able to perform each of the above essential duties satisfactorily.     • Master''s Degree Education or related field
    • De-Escalation/Restraint Certification De-escalation/Restraint training certification required within 30 days of hire date
    • Applied Behavior Analysis (ABA) training Applied Behavior Analysis (ABA) training required within one year of hire date
    • Minimum of 3 years Teaching and/or service provider of students with significant disabilities
    • Minimum of 1 year Special Education Leadership position at district level
    • Minimum of 2 years Trainer of Trainer for nationally recognized crisis management/de-escalation restraint training such as CPI, MANDT, etc. (Preferred)

The employee is regularly required to use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; and talk or hear. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. Attendance at conferences and professional development is required. Work involves everyday risks and discomforts which require normal safety precautions when operating equipment or performing job duties. May work prolonged or irregular hours and must be able to maintain emotional control under stress.

    Additional Information

    • Work is performed in the classroom, community setting, offices, work stations, and meeting rooms. The employee will be required to work outside up to 25% of the time and will be exposed to the elements and inclement weather. The position requires lifting and positioning students, controlling certain behaviors through hands-on behavior intervention strategies and approved physical restraint strategies. Paraprofessionals are expected to intervene with students'' behavior, which can include aggression, self-injurious, disruptive, and self-stimulatory behaviors. Work involves everyday risks and discomforts which require normal safety precautions when operating equipment or performing job duties, as well as potential exposure to bodily fluids and frequent childhood, pre-teen, and teen illnesses.
