The Program Manager - Subject Matter Expert RF provides expert-level program management, acquisition, and technical execution support to AFRL/RFGW, with a significant focus on urgent Offensive Cyber Operations (OCO) capabilities. The position provides strategic oversight, leads high-tempo external engagements with customers and performers, and supports rapid development, procurement, transition, and fielding of cyber solutions. This role applies extensive DoD or equivalent defense-industry leadership experience to complex acquisition activities, agile capability planning, executive-level stakeholder engagement, technical and programmatic coordination, and comprehensive risk management within a non-personal services environment.

Responsibilities:

• Apply the full range of program management philosophies, policies, and procedures to complex acquisition management activities supporting existing and future DoD programs.
• Guide and support Government leads with management of program lifecycle requirements for advanced capabilities, major systems, subsystems, and equipment.
• Lead strategic scheduling and agile capability planning using Microsoft Project, Jira, Confluence, and Microsoft 365 to develop capability roadmaps, track rapid sprint milestones, and align contractor development schedules with combatant command delivery timelines.
• Plan, organize, coordinate, and support critical technical reviews, integrated program reviews, studies, analyses, conferences, and other programmatic forums.
• Provide expert technical support, coordination, and planning for rapid development, prototyping, transition, and deployment of urgent cyber capabilities.
• Identify, document, and manage technical, schedule, operational-transition, and security risks in fast-paced research, development, testing, and cyber-fielding environments, including DoD risk matrices and classified OCO constraints.
• Prepare and integrate briefings, reports, studies, analyses, recommendations, schedules, and other program documentation.
• Track and assess cost, schedule, performance, and risk information to support mission requirements and informed Government decision-making.
• Represent AFRL/RF in high-level external customer engagements
• Identify urgent operational gaps, present technical solutions, coordinate with mission partners, and support efforts to secure customer funding.
• Coordinate professionally with engineering, program management, leadership, mission customers, performers, and internal and external organizations.
• Maintain program records in accordance with applicable Air Force records management requirements.
• Protect classified information, Controlled Unclassified Information, and other sensitive information in accordance with applicable requirements.
• Use Government-furnished equipment and approved Government networks, software, and systems to perform assigned duties.
• Travel in support of mission requirements when authorized.
• Other duties as assigned

Qualifications:

• Master’s Degree
• Minimum twenty (20) years program management experience
• Minimum ten (10) years’ experience in the DoD OR
• Bachelor’s Degree
• Minimum twenty-five (25) years’ program management experience
• Minimum ten (10) years’ experience in the DoD OR
• Minimum twenty-five (25) years directly related program management experience.
• Minimum ten (10) years’ experience in the DoD.
• Possess and maintain an active, fully adjudicated Top-Secret clearance with SCI
• Successfully pass background and drug screening

 

Preferred Qualifications

• PMP, DAWIA Program Management Level III or Advanced, FAC-P/PM, or a comparable credential.

 

Knowledge, Skills and Abilities

• Experience leading multi-million-dollar defense portfolios, directly engaging SES and General Officer stakeholders, and providing cross-functional leadership.
• Experience within the OCO community, such as USCYBERCOM, Service Cyber Components, NSA, or specialized DoD or Intelligence Community cyber mission programs.
• Experience with program management and acquisition leadership equivalent
• Proficient in Microsoft Project, Jira, Confluence, and Microsoft 365
• Ability to develop agile roadmaps, track sprint milestones, and align development schedules with operational delivery timelines.
• Experience managing technical, schedule, operational-transition, and security risks in classified OCO research, development, testing, and fielding environments
• Ability and willingness to maintain a high-tempo travel schedule.
• Knowledge of DoD acquisition and program management principles, policies, processes, and lifecycle requirements.
• Skilled in agile capability road mapping, integrated scheduling, sprint and milestone management, program analysis, and executive-level reporting using Microsoft Project, Jira, Confluence, and Microsoft 365.
• Ability to integrate complex cost, schedule, performance, and risk information and develop actionable recommendations.
• Ability to apply DoD risk-management practices and develop mitigations for technical, schedule, transition, and security risks in classified OCO environments.
• Ability to communicate effectively, orally and in writing, with senior personnel and internal and external stakeholders.
• Ability to identify program risks and develop practical mitigation strategies.
• Possess strong analytical, organizational, briefing, facilitation, and technical writing skills.
• Ability to work independently, lead cross-functional coordination, and manage multiple priorities in a mission-focused environment.
• Professional judgment, discretion, tact, diplomacy, and commitment to protecting sensitive information.
• Proficiency with office automation, collaboration, document management, and web-based applications.
• Experience with rapid prototyping, Middle Tier of Acquisition, AFRL or DARPA S&T programs, or urgent operational needs statements, including UONS or JUONS Preferred
• Experience rapidly procuring, transitioning, and deploying urgent cyber capabilities; rapid-acquisition and operational-fielding experience Preferred.
