Astrion has an exciting opportunity for a Senior Program Manager supporting the Personnel Services Delivery (PSD) mission at Randolph AFB. PSD performs the operational developments necessary to acquire, field, and modify business processes for digital transformation delivery of HR capabilities through the structured redesign of the Total Force Personnel Community’s people (Active Duty, Guard, Reserve, and Civilians), processes, and technologies. PSD executes the development of several legacy personnel systems through the deployment and transitioning of applications to DoD and commercial cloud services as part of the Data Center Optimization Initiative, while supporting future HR application requirements beyond the scope of AFIPPS. This role supports modernization initiatives involving legacy system transition, data translation, and integration into the ORACLE Enterprise Business Suite (EBS), while providing strategic program management support for acquisition, modernization, and enterprise transformation efforts.

Required Qualifications/Skills:

  • Master’s or Doctorate degree in a related field with 10 years of experience, including 5 years within DoD; OR
  • Bachelor’s degree in a related field with 12 years of experience, including 5 years within DoD; OR
  • 15 years of directly related experience with required certifications.
  • Advanced understanding of DoD acquisition and program management principles, including DoDI 5000.02 and DoDI 5000.75 frameworks.
  • Experience supporting digital transformation, enterprise modernization, or HR systems initiatives within DoD environments.
  • Knowledge of acquisition documentation development, statutory and regulatory reporting requirements, and program office operations.
  • Experience supporting cloud migration, legacy system modernization, or enterprise application transition initiatives.
  • Familiarity with DoD and commercial cloud services, Data Center Optimization Initiative (DCOI), and enterprise business systems integration.
  • Ability to analyze qualitative and quantitative data to evaluate program effectiveness, efficiency, cost, and schedule performance.
  • Experience identifying schedule and cost variances and recommending corrective actions or alternative courses of action.
  • Proficiency in preparing acquisition documentation, reports, executive briefings, plans, and technical exhibits for leadership and stakeholders.
  • Familiarity with Clinger-Cohen Act compliance, business case development, and acquisition strategy planning.
  • Demonstrated ability to independently execute complex tasks while overseeing junior and journeyman personnel.
  • Strong communication, organizational, and stakeholder engagement skills supporting senior leadership and enterprise-level coordination.

Responsibilities:

  • Apply DoD acquisition and program management principles to support planning, development, integration, and execution of PSD modernization activities.
  • Support digital transformation initiatives involving personnel systems modernization, cloud migration, and enterprise HR capability delivery.
  • Develop, coordinate, staff, and maintain acquisition documentation and artifacts required for statutory and regulatory compliance.
  • Support legacy system transition, modernization, decommissioning, and integration efforts associated with AFIPPS and ORACLE Enterprise Business Suite (EBS).
  • Gather, analyze, and interpret qualitative and quantitative data to assess program effectiveness, efficiency, and productivity.
  • Identify schedule and cost baseline variances and provide recommendations to address program risks and performance gaps.
  • Prepare and deliver acquisition briefings, reports, schedules, plans, and technical documentation to leadership and stakeholders.
  • Support system acquisition activities across development, deployment, transition, and sustainment phases.
  • Formulate program plans and recommend strategies to achieve cost, schedule, and performance objectives.
  • Participate in program management reviews, Integrated Master Plan/Integrated Master Schedule (IMP/IMS) reviews, and senior-level meetings.
  • Coordinate with program offices, enterprise stakeholders, functional teams, and technical personnel to ensure alignment with Air Force and DoD requirements.
  • Provide strategic guidance and mentorship to junior and journeyman personnel supporting program management activities.
  • Ensure all acquisition and modernization activities comply with applicable DoD, Air Force, and AFMC policies, directives, and standards.
