Role Overview
The Program Manager for the Incentive KPI (C3-26) is a critical leadership role responsible for the end-to-end execution of the Bay Area 2026 Centralized Building Control Incentive program. This individual will oversee the management of 40,000 new assets and lead the delivery of approximately 10,000 labor hours of maintenance work required to hit Q2/Q3 milestones. The primary goal is to transition the portfolio from a reactive maintenance model to a predictive model while ensuring strict governance and preventing KPI default.
Key Responsibilities
? Lead the execution of the KPI C3-26 roadmap to ensure all Q2 and Q3 milestones are met or exceeded.
? Manage the expanded work scope involving 40,000 assets across the Bay Area portfolio.
? Oversee the completion of 10,000 estimated hours of maintenance and technical work.
? Develop and maintain a comprehensive job plan library to support long-term maintenance goals.
? Implement a predictive maintenance model for Building Management Systems (BMS), Photovoltaic (PV) systems, and IoT devices.
? Standardize critical space definitions and ensure alignment between facility standards and operational execution.
? Govern work order processes to ensure accuracy, prevent vendor overbilling, and maintain high data integrity within the CMMS.
? Track and manage security risks and exceptions for network-connected controllers and IoT devices (e.g., motorized shades).
? Ensure all IP-based devices and IoT controllers have active PM tickets aligned with CIO compliance requirements.
? Collaborate with Engineering and Platform teams to document system reliability baselines and performance reporting.
? Serve as the primary point of contact for KPI performance reporting to leadership and stakeholders.
? Partner with the Program Analyst (CMMS Coordinator) to ensure field data and asset audits are accurately reflected in program updates.
? Gather existing vendor contracts to develop Service Level Requirement (SLR) templates and performance baselines.
Required Qualifications
? Experience: 5+ years in Program Management, Technical Facilities Management, or Digital Building Engineering.
? Asset Management: Proven track record of managing large-scale asset portfolios (tens of thousands of devices) within a CMMS environment.
? Technical Knowledge: Deep understanding of Building Management Systems (BMS), IoT integration, and predictive maintenance strategies.
? Governance: Experience in contract management, vendor governance, and financial oversight of maintenance work orders.
? Education: Bachelors degree in Engineering, Facilities Management, Business Administration, or a related field.
Preferred Skills
? Familiarity with PeopleSoft and advanced CMMS platforms.
? Experience managing incentive-based KPIs or performance-based facility contracts.
? Strong risk management background, particularly concerning cybersecurity in OT (Operational Technology) environments.
CBRE carefully considers multiple factors to determine compensation, including a
candidates education, training, and experience. The minimum salary for the position is
$125K per year and the maximum salary for the position is
or $145K per year. The compensation that is offered to a successful candidate
will depend on the candidates skills, qualifications, and experience. Successful candidates will also
be eligible for a discretionary bonus based on CBREs applicable benefit program.
