Applies a comprehensive understanding of the principles of management and strategic planning to integrate the work of multiple projects to accomplish objectives.

The Team Manager uses detailed knowledge of qualitative and quantitative methods and techniques to analyze and evaluate Technical Operations workforce requirements; to coordinate activities between ATO Service Units; and, to integrate hiring and training availability. Applies experience analyzing staffing metrics to define, measure and report on the status of key technical operations workforce positions. Develops and implements policies to ensure "even flow" hiring and placement. Leads workforce analysis and planning efforts to assess current and projected workforce requirements and to develop and implement strategies to meet hiring goals.

This includes managing the budget, allocating or reallocating resources, or requesting additional resources as needed. Projects short and long-term future needs and prepares justifications to support resource requirements.

Contacts are routinely internal and external to the Service Unit. The PM has the authority, within guidelines, to make commitments for Management Services, to establish new policies/ procedures, and to make exceptions within the assigned area of responsibility.

Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results.
