About the Opportunity Join a critical government support contract providing essential records management and operational services to U.S. Citizenship and Immigration Services (USCIS). As the Program Manager (PM), you will lead overall program execution, ensure high-quality service delivery across multiple shifts and sites, and serve as the primary point of contact for government stakeholders. This role offers the chance to drive process improvements, manage complex operations, and contribute to national immigration records reliability in a high-stakes federal environment.

Job Summary The Program Manager is a key leadership position responsible for overseeing contractor personnel, implementing management systems for quality and timeliness, and maintaining proactive communication with the USCIS Contracting Officer's Representative (COR). You will ensure compliance with contract requirements, respond to government needs rapidly, and champion continuous improvement initiatives. This full-time role requires on-site presence at the USCIS National Records Center for meetings (within 2 business hours of notification) and at least monthly on-site visits, with 24/7 emergency availability.

Key Responsibilities

  • Provide on-site key personnel management across all work shifts and implement robust systems to guarantee the quality, reliability, accuracy, and timeliness of all services and deliverables to USCIS.
  • Keep the Contracting Officer's Representative (COR) regularly updated on operational status, plans, and any significant issues.
  • Be available 24x7 via phone, email, or text for emergency situations.
  • Conduct complex statistical analysis, develop cost estimates, and prepare analytical reports to support decision-making.
  • Coordinate project activities effectively with both contractor and government representatives using excellent interpersonal and organizational skills.
  • Perform fact-finding for special projects and respond promptly to government inquiries.
  • Deliver oral briefings and presentations to USCIS management officials.
  • Prepare and revise Standard Operating Procedures (SOPs) with strong writing skills.
  • Proactively identify and communicate significant issues to the government, implement corrective actions, and recommend innovative approaches to enhance quality, reduce costs, and eliminate process inefficiencies.

Qualifications & RequirementsMinimum Experience:

  • At least 5 years of recent (within the last 7 years) overall program/project management experience.

Minimum Education/Certifications:

  • Bachelor's Degree in program management, business or public administration, production/operations/manufacturing/quality management, technical management, information systems, engineering, finance/accounting, or a related field.
  • Alternative: Project Management Professional (PMP) Certification from the Project Management Institute (PMI.org) may substitute for the degree requirement.
  • Must possess or obtain a Six Sigma Black Belt certification within 180 days of contract award.

Additional Requirements:

  • Must be an employee of the Prime contractor (subcontractor placements limited for other key roles).
  • Full-time dedication to this position.
  • Ability to obtain and maintain satisfactory suitability determination prior to start.
  • Strong analytical, communication, and leadership skills with proven ability to work in a government-contractor environment.
  • Willingness and ability to travel on-site as required (rapid response to NRC for meetings and monthly presence).
