    Program Manager

    Paragon Technology Group is seeking an experienced Program Manager to provide overall leadership and management for a Department of State cybersecurity services program supporting the Bureau of Diplomatic Technology, Enterprise Applications, Consular Systems and Technology organization.

    The Program Manager will serve as the primary contractor point of contact for contractual, administrative, and performance matters and will be responsible for ensuring personnel, resources, schedules, deliverables, and technical activities are effectively coordinated to meet contract requirements. The position requires significant experience managing complex federal IT or cybersecurity programs and coordinating with Government contracting, technical, and program leadership.

    The supported environment includes approximately 70 or more FISMA-reportable systems, numerous development efforts, and a geographically dispersed Department of State enterprise supporting American Citizen Services, passports, and visa operations.

    Key Responsibilities

    The Program Manager will:

    • Serve as the primary point of contact for all contractual, administrative, and performance matters.
    • Provide overall program leadership, resource planning, staffing oversight, scheduling, and coordination to ensure contract deliverables and performance requirements are met.
    • Interface directly with the Contracting Officer (CO), Contracting Officer's Representative (COR), Government Technical Monitor (GTM), and other Government stakeholders to report program status, address performance issues, and resolve concerns.
    • Manage and coordinate cybersecurity support activities involving RMF, Assessment and Authorization, continuous monitoring, vulnerability management, security governance, compliance, and risk management.
    • Ensure cybersecurity activities are appropriately scheduled, staffed, resourced, and coordinated across contractor and Government teams.
    • Oversee staffing and workforce continuity to ensure uninterrupted contract performance and adequate coverage during the Department's core business hours.
    • Maintain oversight of program schedules, milestones, risks, deliverables, staffing status, and performance metrics.
    • Establish and maintain effective lines of communication among contractor personnel, Government stakeholders, system owners, technical teams, and cybersecurity organizations.
    • Ensure identified access, staffing, information, or resource gaps are addressed through timely mitigation actions.
    • Maintain oversight of contract deliverable quality, timeliness, and responsiveness to Government comments and requirements.
    • Identify program risks, issues, resource constraints, and performance concerns and develop appropriate mitigation or corrective actions.
    • Ensure contractor activities remain within contractual scope and that contractual matters requiring Government action are appropriately coordinated through the CO and COR.

    Required Qualifications

    • Bachelor's degree.
    • Minimum 10 years of relevant professional experience.
    • Project Management Professional (PMP) certification or equivalent project/program management credential.
    • Demonstrated experience managing complex federal government programs, preferably involving cybersecurity, information technology, information assurance, or enterprise systems.
    • Experience managing multidisciplinary technical teams, staffing, schedules, resources, risks, deliverables, and performance.
    • Experience working directly with Government Program Managers, Contracting Officers, CORs, technical leads, and senior stakeholders.
    • Demonstrated ability to manage multiple concurrent activities and deliverables in a complex operational environment.
    • Strong written and verbal communication, executive briefing, problem-solving, and stakeholder-management skills.

    Preferred Qualifications

    • Experience supporting the Department of State or another cabinet-level federal agency.
    • Experience managing cybersecurity programs involving:

    o NIST Risk Management Framework;

    o FISMA;

    o NIST SP 800-37 and NIST SP 800-53;

    o Assessment and Authorization;

    o Authority to Operate activities;

    o vulnerability management and continuous monitoring;

    o cybersecurity governance and compliance.

    • Experience managing geographically dispersed or hybrid contractor teams.
    • Experience managing Firm-Fixed-Price federal contracts.

    Security and Citizenship Requirements

    • Must be a U.S. citizen.
    • Must possess a final Secret security clearance at the start of performance.

    Work Location

    The position is primarily contractor-site based; however, because the Project Manager is designated Key Personnel, the individual must reside within a reasonable commuting distance of State Annex 17, 600 19th Street NW, Washington, D.C., and must be available for onsite meetings, mission-critical activities, and other Government-directed support as required.
