Self-Reliance has an opportunity for a creative, flexible, detail-oriented, and agile leader to support the Automation Integration Bureau as a Program Manager of technical requirements. You will lead an established team of business analysts who translate business needs into automated and technical requirements for internal application development or technical support. This position is located in downtown Boise.

We are searching for an individual with exceptional communication skills, experience collaborative relationship building, and a background in systems-thinking or technical agile practices including project management. In addition, the desired candidate must be willing to support project cadences, which sometimes requires work outside of normal business hours and occasionally on the weekends during implementation phases.

This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

EXAMPLE OF DUTIES:

  • Create and implement formal document management strategies for requirement documentation, scoping decisions, stakeholder agreement, as it relates to automation components.
  • Produce project management artifact documentation such as needs analysis, return-on-investment, and statement of work.
  • Supervise Liaison staff.
  • Act as the project manager on complex projects that have an automation component, such as driving meetings, timelines, impediments, and needs.
  • Communicate effectively with team, technical, and business audiences about the status of technical requirements.
  • Build relationships and effective pathways for collecting stakeholder needs, reflecting design options, sharing information and automation optioning to support the Department's strategic objectives.
  • Develop, recommend, evaluate, and implement operating procedures and recommend changes within the Automation Integration Bureau.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Some knowledge of management practices as well as experience providing technical proficiency, problem-solving, communication, and program area training. Typically gained by at least one-year experience managing a major Program and providing leadership of professional staff. Candidates may also qualify through completing upper-division college-level management coursework along with experience in a significant Leadership role.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Experience working to administer or support public assistance programs such as SNAP, TANF, Medicaid, and Child Care. Typically gained by at least 5 years working as an eligibility worker, analyst, specialist, or other position with a state agency that administers public assistance programs.
  • Experience as a technical requirement creator. Typically gained by at least a year of experience designing, executing, documenting, and tracking technical requirements and outcomes in the software development lifecycle.
  • Good knowledge of Agile methodologies. Typically gained through certification as a Product Owner or Scrum Master, or at least a year of experience as a Product Owner, or Scrum Master or working in direct support of an Agile Team.
  • Good knowledge of software change management practices. Typically gained through experience working in a software development environment.
  • Competency in management and demonstrated leadership skills. Typically gained by at least one year of experience in a leadership role.
