SUMMARY:

  • Provide oversight into Federal Transit Administration (FTA) regulations and requirements including FTA circular requirements, particularly FTA S5310, S5307 Small Urban CMAQ, and FTA S5311, as well as any other discretionary or emergency grants made available to Local Programs, and will also include State requirements for SCDRTAP and the NJ-JARC program.
  • Responsibilities will include overseeing various compliance aspects such as Drug & Alcohol (D&A), Transit Asset Management (TAM), National Transit Database (NTD) reporting, Americans with Disabilities Act (ADA), Title VI, Procurement and other related regulations.

ROLES & RESPONSIBILITIES:

  • Administer compliance program in coordination with the State program management plans and FTA circulars for programs Section 5310, S5307 Small Urban CMAQ, and Section5311, as well as any other discretionary or emergency grants made available to Local Programs, and will also include State requirements for SCDRTAP and NJ JARC program, ensuring adherence to all outlined requirements.
  • Coordinate oversight of subrecipient Drug & Alcohol (D&A) testing programs as mandated by FTA regulations.
  • Oversee Transit Asset Management (TAM) tier two plan requirements, ensuring the proper management and maintenance of transit assets in compliance with FTA guidelines. Coordinate with NJ Compliance Department and subrecipients for accurate and timely submittal of National Transit Database (NTD) FTA reports.
  • Assists in the development and oversight of capital procurement and third-party service contracts, including reviewing and approving bid specifications.
  • Monitor and ensure compliance with the Americans with Disabilities Act (ADA), including accessibility standards for transportation services provisions, complaint procedures, marketing, and Reasonable Modifications.
  • Monitors subrecipient reporting requirements and service performance. Oversee and ensures the timely submission of reports, including monthly, quarterly, and yearly requirements and other required documentation by subrecipient and NJ TRANSIT.
  • Oversee and implement policies and procedures to ensure compliance with Title VI regulations, preventing discrimination in transit programs based on race, color, or national origin.
  • Collaborate with internal team and external stakeholders to provide guidance on compliance matters, offer training sessions, and ensure understanding and adherence to regulations.
  • Stay updated with changes in FTA regulations and guidelines and adjust internal processes and procedures accordingly.
  • Prepare documentation and reports for internal and external audits related to program compliance.

EDUCATION, EXPERIENCE & QUALIFICATIONS:

  • Bachelor's degree in Planning, Public Administration or related area, or equivalent
  • Three or more years of transportation planning, grant management, program administration, public administration and community relations experience.
  • Community transportation experience desired.
  • Negotiation experience, experience working with external vendors, and contract compliance experience desired.
  • Class D Driver's License

KNOWLEDGE & SKILLS:

  • Excellent verbal and written communications skills, as well as experience with computer programs, including but not limited to Microsoft Word, Excel, and Access (or other equivalent database software) required.
