The client is mandated to provide non-discriminatory access by means of The Pulsifer Decision (D.98-10-058) to its poles and structures to communication infrastructure providers (CIPs). The client's Joint Pole Organization (JPO) administers the access process by means of joint pole contracts and license/lease agreements. The selected candidate will independently apply their technical skills in a lead role in performing visual site inspections to identify attached assets in the communication space of jointly owned and solely owned utility pole structures by means of field audits against the client's recorded data, as well as performing needed job walks and surveillance of work practices. They will develop and advise on the Joint Pole Inspections standards and procedures for the third-party inspections in the communication space to ensure conformance to General Ordinances from the California Public Utilities Commission, the Southern California Joint Pole Committee standards, Joint Pole Agreements, and the Request for Access Agreements. Additionally, they will verify all field measurements and account for deviations from specifications and provide documentation on findings.
