Program / Project Controller
Location: Falls Church, VA
 
Summary:
3 Reasons Consulting is seeking a Program / Project Controller to provide senior-level program governance, operational oversight, and portfolio management support across ESA-BAD initiatives. This position serves as a strategic advisor to leadership in establishing division-wide program standards, templates, reporting methodologies, and project controls that strengthen execution consistency and operational visibility.
 
Key Responsibilities:
  • Develop and maintain program management standards and governance processes
  • Create templates, workflows, and reporting frameworks for division-wide use
  • Lead operational oversight for major initiatives and special projects
  • Support executive decision-making through analytics and reporting
  • Monitor portfolio health, milestones, and program performance indicators
  • Establish project controls for schedule, scope, and deliverable accountability
  • Coordinate cross-functional program reviews and status assessments
  • Lead Common Data Model project coordination and reporting development
  • Identify operational risks and recommend mitigation strategies
  • Support executive communications and strategic planning initiatives
Required Qualifications:
  • Bachelor’s degree in Business, Management, IT, or related field
  • Must be a U.S. citizen and able to successfully pass a federal government background investigation
  • 10+ years of program or portfolio management experience
  • Strong governance, reporting, and strategic planning experience
  • Exceptional communication and leadership skills
  • Advanced Excel / Power BI / reporting experience
  • Strong organizational change and process improvement capability
Preferred Qualifications:
  • PMP certification
  • Experience in federal portfolio governance
  • Experience developing PMO standards and frameworks
  • Familiarity with data modernization initiatives
