Program Specialist 3: Center for Professional Education
SALARY: $56,880 - $64,440
LOCATION: Lynnwood, Washington
Description: The Program Specialist 3 oversees the development, implementation, and continuous improvement of professional development and workforce training courses and programs. This crucial role is responsible for identifying market and client needs, creating innovative courses and certificates, and coordinating badging and microcredentialing processes. This position plays a critical role in driving enrollment, ensuring fiscal health, maximizing revenue, and maintaining program excellence across multiple locations and delivery formats. This is a classified position that reports to the Manager of Corporate & Entrepreneurial Services. For information on applying, please see Application Procedures and Required Documents, below. Responsibilities include, but are not limited to:
Program Development & Strategy Support research on employer, industry, and community workforce needs to inform short-term certificates and training programs in business and technology. Assist with the planning, design, and scheduling of programs and courses to align with established institutional goals and identified market demand. Gather and summarize market and competitive data to highlight emerging trends and opportunities for program innovation. Track enrollment and basic budget metrics and prepare reports to inform decisions on sustaining, scaling, or retiring offerings. Coordinate with internal departments and external partners to support activities that enhance program reach, quality, and impact.
Course Creation & Management Coordinate the course development process, including drafting or updating learning outcomes, course outlines, and basic pricing recommendations, under the direction of program leadership. Coordinate with subject matter experts to collect curriculum materials and updates that reflect current industry standards and certification requirements. Manage course scheduling logistics, room and facility requests, and technology set-up for virtual, hybrid, and in-person delivery. Monitor courses for adherence to established guidelines related to adult learning, accessibility, and institutional policies, and flag issues for program leadership.
Professional Development & Talent Management Coordinate recruitment logistics, including posting positions, scheduling interviews, and processing onboarding documents for instructors and program staff. Assist with organizing training, orientation, and professional development activities to support instructional quality. Help maintain a collaborative environment by facilitating communication, sharing resources, and supporting recognition efforts for faculty and staff.
Business & Technology Training Provide administrative and logistical support for the development and delivery of training for public agencies, private sector organizations, and community partners. Help monitor business and technology offerings for relevance by collecting employer feedback and tracking industry changes. Assist with coordinating professional certificates and customized contract training, including proposals, schedules, and follow-up documentation. Maintain current reference materials and information on industry trends and regulatory standards relevant to business and technology education.
Strategic Operations & Continuous Improvement Coordinate day-to-day operational tasks for professional development and workforce training programs, including registration support, customer service, course materials, payroll paperwork, and basic financial tracking. Help implement and refine standard procedures and tools that improve efficiency, quality, and student/client satisfaction. Assist with monitoring program budgets by preparing routine financial reports and ensuring documentation complies with institutional and contract requirements. Maintain organized records and documentation for program administration, data collection, and reporting to support audit and compliance needs. Work with marketing and communications staff by providing content, schedules, and program details to promote offerings and support enrollment; participate in events as assigned. Collect and compile student, instructor, and client feedback, along with enrollment and financial data, to support continuous improvement initiatives led by program leadership.
REQUIRED QUALIFICATIONS: Associates degree AND two years of higher education or related experience OR four years of higher education or related experience One year of documented experience in course or program development in workforce training or adult/professional education. Demonstrated expertise in designing, marketing, or managing professional education, business, and technology courses and certificates. Strong skills in project management, budget oversight, and operational process improvement. Proven ability to recruit, mentor, and develop instructional staff. Excellent communication, interpersonal, and analytical skills. Proficiency in the use of the Microsoft Office or Google suites.
PHYSICAL WORK ENVIRONMENT: Work is typically performed in an office setting and onsite/in-person. Recurring early/late hours (weekend/early morning/evening meetings). This position requires the ability to drive and use of a personal vehicle. The ability to make sound judgments is essential. The ability to sit at a desk/computer station, bend, stoop, walk, and generally move around the office to consult with others, work within a busy environment and remain focused on tasks. Inventory management requires some lifting and moving of objects up to 30lbs. Excellent communication skills are essential. This includes the ability to speak clearly and fully comprehend written and spoken English and will include communication with people for whom English is not their first language. COMPENSATION: Salary is range 53. Beginning salary is $56,880.00 - $64,440.00 annually, with progressive increases to $76,608.00, plus a full state benefits package, which includes tuition waivers for college classes, medical, dental, retirement options and more. Vacation and leave package includes 12 sick days per year, 11 scheduled holidays, 1 personal holiday, 3 personal leave days, and 14 vacation days per year (incremental increases to 24 vacation days per year).
WORK SCHEDULE: Monday through Friday, 8:00 a.m. - 5:00 p.m., including some evenings and weekends.
