Help
As a Program Specialist, he/she uses knowledge gained as a Contracting Officer Representative to monitor contracts performance and schedules. He/she is responsible for providing guidance on the application of policies, related to the En Route and Oceanic Support Services (EOSS) and other contracts supporting PMO programs. This work crosses organizational boundaries throughout ATO and directly affects the accomplishment of Federal Aviation Administration (FAA) strategic objectives.
He/she works with the project lead, during the procurement planning and source selection phases of the contracting process. Initiates, develops, and transmits a complete procurement request package (PRP) to the contracting office. Monitors contract performance to ensure contract complies with all requirements of the statement of work and specifications. Identifies and resolves contract issues. Reviews contractors invoices for reasonableness and applicability to the contract and recommend approval or rejection for payment.
Contacts are internal and external to the PMO and include representatives from the Department of Transportation, industry representatives and stakeholders. May act as a point of contact for the PMO to provide advice and guidance on the application of policies and procedures for EOSS and other program related contract activities.
Applies experience and comprehensive knowledge of mission critical ATO programs principles, concepts, policies, and objectives to plan and conduct functional activities for the program(s). Conducts financial reviews, defines requirements, establishes source evaluation criteria and analyzes complex task order requirements. He/she conducts market research to identify the marketplace for goods and services. Develops new approaches to monitor contract provisions to ensure that project teams have access to technical and professional services. Provides guidance to less-experienced professionals.
Applies knowledge of acquisition and contract policy, guidelines, laws and related FAA policies and procedures to respond to questions regarding EOSS and other program related contracts. Established policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. May create new solutions through reliance on policy interpretations and extrapolations from precedents. Develops and recommends approaches to address current and anticipated problems and issues. Resolves most problems and work issues without the assistance of a manager, team leader, or more experienced professional.
The Team Manager rarely reviews work, but does so through status reports and at completion to ensure compliance and alignment with the requirements of projects and/or other work activities.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience is: Experience in analyzing task order requirements and the marketplace, to include identifying contract issues and recommending solutions.
Qualifications must be met by the closing date of this vacancy announcement.
