NEW Solutions connects experienced workers (ages 55+) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.

Qualifications:

Minimum of 5 year(s) of experience in laboratory research or worked as former PSA at USDA. OR BA/BS Degree in General

Duties:

Enrollee will provide support associated with the research carried out at the location, including collecting and maintaining accurate records of data. including entries into the ARIS (agreements, request to publish, annual reports, and similar) and arranging travel (authorizations and vouchers).The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees

  • The Program Specialist Assistant (PSA) will provide agreement-driven administrative support by entering, monitoring, and maintaining information in ARIS and AIMS systems, including agreements NACAs, RSAs, Trusts, NFCAs, AD-416/417 projects, postdoc applications, foreign travel documents, ARS-115s, and invention disclosures. The PSA will ensure accuracy and timeliness of entries, prepare and monitor fund transfers and authorizations, generate monthly RSA reports, and resolve discrepancies in coordination with the Administrative Officer.   70%
  • The Program Specialist Assistant (PSA) will assist Research Leaders with annual reports, maintain manuscript and clearance files, conduct quarterly ARS-115 reviews, and perform database and internet searches to support research reporting. Additional responsibilities include reviewing materials for accuracy, balancing competing priorities to meet deadlines, ensuring RPES cases are properly formatted, and establishing tracking tools to monitor due dates. They will proactively stay current on policy and procedural updates to ensure compliance and effective agreement management.   20%
  • Support travel arrangements via Concur? Prepare travel orders and vouchers (domestic and foreign).? Provide technical advice on travel regulations and documentation.? Monitor travel advances and coordinate with travel agencies and hotels.? Seek approval for staff conference attendance.   10%

  • Physical requirements: Work is primarily sedentary and performed in an office or computer-based environment. The position requires sustained attention to detail and extended periods of sitting while working at a desk, using computers, and reviewing contracts and other data. Occasional standing, walking, or light lifting of office materials (up to 10 pounds) may be necessary. The role involves frequent stress associated with short deadlines and high accuracy requirements.
