The incumbent applies experience and advanced knowledge of the organizations administrative and technical program principles, practices, laws, and regulations to accomplish assigned responsibilities. Typical assignments include collecting and analyzing data and information, conducting analytical studies, research, applying policies and procedures, and identifying and resolving problems. Provides assistance in the preparation and presentation of cases as requested by a LER Specialist. Maintains case files, repositories, registers, dockets, automated tracking systems, databases, and records. Tracks deadlines and keeps appropriate personnel aware of issues and deadlines. Records and distributes notices. Performs technical selection, assembly, summary, and compilation of substantive information and drafts and edits documents to assist labor relations staff in preparation of memoranda, research reports, contract articles, agreements, and correspondence relating to labor/management negotiations or assigned projects. Utilizes LERIS to record actions. Maintains records/case files: publishes extensions, terminations and notifications as required; develops/recommends improvements to systems, processes and tools. Conducts analysis in the review and evaluations of programs activities to ensure proper program integration and conformance to policy. Develops briefings to employees and managers concerning program policies, procedures and administration. Maintains the Unemployment Compensation Program. Receives unemployment actions, processes actions, and coordinates with an LER Specialist during unemployment compensation hearings. Provides guidance to the office on travel regulations and practices. Prepares travel orders for the staff. Develops cost estimates for air/ground transportation, lodging, per diem and miscellaneous expenses for training assignments, arbitrations, attendance at various conferences, etc. Reviews travel vouchers for administrative and procedural compliance, appropriate accounting codes, and statistical accuracy. Initiates or reviews all procurement requests for equipment and other items as needed. Ensures justification of requested items meet criteria for expenditures. Contacts are internal and external with regular contacts within the serviced organizations, with bargaining unit representatives, and other external parties to share information and explain the application of policies and procedures. Contacts are generally with individuals whose roles and authorities differ extensively. To influence and persuade employees and managers to accept and implement findings and recommendations. May encounter resistance from customers and potentially deal with emotionally charges situations. Work assignments are outlined in terms of overall objectives based on the priorities and needs of the assigned organization and customer requirements. The incumbent carries out the majority of his/her duties and responsibilities on their own initiative; and is responsible for planning and organizing work activities, coordinating with other personnel, and conducting all areas of assigned responsibilities. Resolves most problems and work issues without assistance. Refers problems to the manager or more experienced staff for resolution. Performs other duties as assigned.

Qualifications

To qualify for this position at the FV-G, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-F, (FG/GS-5-9) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience must demonstrate:

  • Knowledge of federal administrative regulations and program principles (e.g., conduct & discipline and grievance process) to support Labor and Employee Relations (LER) Specialists in the preparation and presentation of complex cases.
  • Ability to conduct technical research and data analysis to draft memoranda, research reports, and contract articles related to labor/management negotiations and collective bargaining agreements.
  • Manage comprehensive case files, dockets, and automated tracking systems, ensuring all statutory deadlines were met, and relevant personnel were alerted to emerging issues.
  • Ability to manage multiple projects simultaneously, ensuring all milestones and organizational goals were met within established timeframes.
  • Demonstrate high-level interpersonal skills to influence and persuade managers to implement findings, navigate situations, or resistance from customers with differing authorities.
