Overview

Programmer Analyst V:


Bowhead is seeking an accomplished Programmer Analyst V for an upcoming opportunity in Juneau, AK supporting Alaska Fisheries enterprise systems. This role leads complex internal development projects and functions as the primary technical authority in environments where established architectures and methodologies provide limited guidance. The ideal candidate combines advanced engineering expertise with strong leadership and consulting capabilities.

Responsibilities

  • Lead lower-level analyst/programmers and technical staff on large, complex internal development projects, or serve as lead analyst/programmer across multiple concurrent smaller projects and systems.
  • Act as a senior internal technical consultant, directing program development in complex applications where existing architectures offer limited precedent.
  • Consult with user management and technical staff to clarify program intent, identify problems, recommend changes, and determine required coding approaches.
  • Assign, coordinate, and review the work of lower-level analyst/programmers in the application of advanced techniques.
  • Prescribe and enforce standards to simplify the interpretation of programs and documentation across the team.
  • Supervise the preparation of technical records, status reports, and project documentation.
  • Exercise a high degree of creativity and independent judgment in delivering solutions to complex technical challenges.
  • Maintain detailed and comprehensive knowledge of the employer’s applications, systems, and data environments.
  • Other duties as assigned

Qualifications

  • Bachelor’s Degree from an accredited college or university
  • Minimum of 8+ years of experience of related experience
  • Extensive experience leading technical teams and managing complex software development projects.
  • Detailed and comprehensive knowledge of the employer’s applications and systems.
  • Demonstrated knowledge and experience with Alaska Fisheries systems, data, and operations.
  • Advanced proficiency in programming languages and enterprise development methodologies.
  • Ability to provide authoritative technical guidance in the absence of established patterns or frameworks.
  • Strong communication and consulting skills to engage effectively with management and cross-functional stakeholders.
  • Demonstrated skills and experience in the following technologies:

Physical Demands:

SECURITY CLEARANCE REQUIREMENTS: Must be able to maintain a security clearance at the Public Trust level. US Citizenship is a requirement for security clearance at this location.
