Description
The Programmer/Analyst is responsible for designing, developing, testing, implementing, documenting, and supporting institutional reports and automated business processes across Polk State College. Reporting to the Manager, Applications and Integrations, this position serves as a primary technical resource for report development in the Ellucian Insights reporting environment for Banner and for workflow automation programming using Ellucian Banner Workflow, Microsoft Power Automate, and related Microsoft 365 workflow technologies.
The Programmer/Analyst works closely with the ERP Operations Lead, Data Integrations Specialist, Database and Data Warehouse Administrator, functional departments, application owners, vendors, and consultants to translate business requirements into reliable reports, dashboards, workflow applications, notifications, approvals, and data-driven automations. The position develops and maintains SQL-based reporting logic, analyzes Banner data structures, validates report results, troubleshoots automated processes, and promotes secure, supportable solutions that improve institutional efficiency, data quality, and decision-making.
Essential Functions/Duties
- Design, develop, test, implement, document, and maintain operational and management reports in the Ellucian Insights reporting environment for Banner.
- Translate functional reporting requirements into report specifications, data definitions, queries, calculations, filters, prompts, visualizations, and delivery schedules.
- Develop and maintain SQL queries, views, scripts, and reusable reporting datasets that support accurate and efficient institutional reporting.
- Analyze Banner tables, views, business rules, and data relationships across Student, Finance, Financial Aid, Human Resources, and other administrative modules.
- Validate and reconcile report output against Banner and other authoritative sources to ensure accuracy, completeness, consistency, and appropriate interpretation.
- Troubleshoot report failures, data discrepancies, performance issues, and access problems; document causes, resolutions, and preventive actions.
- Design, program, test, deploy, monitor, and maintain automated workflows using Banner Workflow, Microsoft Power Automate, Microsoft 365, and related automation technologies.
- Develop workflow components including forms, routing rules, approvals, notifications, escalations, exception handling, data updates, and audit trails.
- Collaborate with functional departments to analyze current processes, identify automation opportunities, define requirements, and redesign workflows for improved efficiency and service.
- Integrate workflow solutions with Banner SaaS, Microsoft 365, SharePoint, Teams, Outlook, Etrieve, and other approved institutional applications and data sources.
- Apply secure coding, least-privilege access, data protection, and change-management practices to reports, scripts, workflows, and automation connections.
- Maintain source code, version history, report inventories, workflow diagrams, technical specifications, test plans, release notes, and operating procedures.
- Coordinate user acceptance testing and production implementation for new reports, report changes, workflows, and automation enhancements.
- Monitor scheduled reports and production workflows; respond to failures, alerts, support requests, and changing business requirements.
- Support data governance by documenting report definitions, business rules, data lineage, source-of-record decisions, and approved use of institutional data.
- Provide user guidance, training, and knowledge transfer related to institutional reports, workflow applications, and automated business processes.
- Participate in Banner SaaS releases, system upgrades, disaster recovery planning, business continuity exercises, and operational readiness activities affecting reporting or automation services.
- Perform other related duties and special projects as assigned.
Typical Qualifications
Required Skills:
- Strong report development and data-analysis skills, including the ability to translate business questions into accurate and usable reporting solutions.
- Proficiency with SQL, relational databases, data validation, query troubleshooting, and report performance optimization.
- Knowledge of enterprise reporting tools, report design principles, dashboards, scheduled distribution, and role-based access controls.
- Knowledge of workflow automation concepts, business process analysis, forms, routing, approvals, notifications, exception handling, and audit requirements.
- Programming or scripting ability applicable to report development, data transformation, workflow logic, APIs, and automation solutions.
- Ability to analyze complex Banner and higher education business processes across functional areas.
- Strong analytical, troubleshooting, testing, documentation, and problem-solving abilities.
- Knowledge of data governance, data stewardship, source-of-record concepts, metadata, and data quality practices.
- Knowledge of cybersecurity principles, secure development practices, FERPA, GLBA, and institutional information-security requirements.
- Ability to manage multiple assignments and priorities while maintaining accuracy and meeting deadlines.
- Ability to communicate technical concepts effectively to both technical and non-technical audiences.
- Ability to work collaboratively with functional departments, technical teams, vendors, and consultants.
Working Conditions/Additional Information
- This position is a full-time on-campus position located at our Winter Haven campus, but will travel to event locations as necessary. (Remote/hybrid options are not available.)
- Work hours may include evenings and weekends as needed to support system upgrades, maintenance windows, report deadlines, and production workflow implementations.
- Travel between Polk State College campuses and centers may be required.
- Frequent use of computers and office technology is required.
- This position will require the ability to lift at least 20 lbs.

Required Education:
- A Bachelor's degree from a regionally accredited college or university in Computer Science, Information Systems, Information Technology, Software Engineering, Data Analytics, Business Analytics, or a related field from a regionally accredited institution is required.
Preferred Education:
- A Master's degree in Computer Science, Information Systems, Information Technology, Software Engineering, Data Analytics, Business Analytics, or a related field.
Required Experience:
- Three (3) years of progressively responsible experience in report development, programming, systems analysis, workflow automation, enterprise applications, or related information technology work.
- Experience developing reports and queries using SQL and enterprise reporting or business intelligence tools.
- Experience gathering requirements, analyzing business processes, developing technical solutions, and coordinating user acceptance testing.
- Experience designing, programming, supporting, or troubleshooting automated workflows, electronic forms, approvals, notifications, or related business-process solutions.
- Experience validating and reconciling data across enterprise systems and documenting report definitions, calculations, and business rules.
- Experience maintaining technical documentation, source control, testing records, and production support procedures.
